General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • First-level university degree in political sciences, international relations, public policy, law, international human rights
    law or other human rights related fields
  • Experience working with human rights, minority or gender issues
  • Demonstrable organizational, analytical, communication and interpersonal skills
  • Experience in drafting reports

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

First-level university degree in political sciences, international relations, public policy, law, international human rights law
or other human rights related fields

Experience:

Minimum 6 years of relevant professional experience

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Extensive knowledge of international human and community rights standards and the legal framework in Kosovo;
  • Knowledge of the applicable standards related to the return of refugees and displaced persons;
  • Proven experience in developing research methodologies and analysing information from field sources;
  • Ability to design and implement strategies for enhancing community rights;
  • Knowledge of the political setting of the OSCE Mission in Kosovo, including the mandate and structure of the international presence in Kosovo would be an asset;
  • Experience in project development and project cycle management;
  • Experience in undertaking policy and advocacy activities, particularly those targeting central-level stakeholders;
  • Professional fluency in English language with oral and written communication skills;
  • Cultural sensitivity and judgement;
  • Flexibility and ability to work under pressure and within limited time frames;
  • Demonstrated ability and willingness to work as a team member, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Ability to operate windows applications, including word processing and e-mail.

Desirable:

  • Experience in negotiation/mediation;
  • Knowledge of a local language;
  • Previous experience in field missions, preferably in South-Eastern Europe.

Tasks and Responsibilities

If selected for this senior professional opportunity under the direct supervision of the Chief of Communities Section you will be responsible for:

  1. Developing methodology and analysing the findings of proactive monitoring of institutions in Kosovo, developments in the municipalities, the implementation and effective application of international standards and the legal framework in Kosovo with respect to community rights and policies;
  2. Identifying community-related issues, analysing their implications and advising on departmental policies to achieve measured improvement in the performance of the institutions in Kosovo while respecting community rights and policies. Following-up on the implementation of recommendations and policy decisions adopted;
  3. Supporting the implementation of monitoring programmes throughout the OSCE Mission in Kosovo by providing expertise and guidance on issues of community rights and policies;
  4. Planning and drafing reports related to community rights;
  5. Drafting, implementing and evaluating projects related to community rights;
  6. Advising the institutions on matters related to community rights and policies;
  7. Establishing and maintaining contacts with representatives of institutions responsible for the implementation of community rights, and non-Albanian community representatives and civil society. Maintaining up-to-date knowledge of
    the community rights situation in Kosovo and the region;
  8. Facilitating dialogue between non-Albanian community representatives and relevant local institutions;
  9. Contributing to the creation and development of a long-term strategy of designing mechanisms to increase community public participation in Kosovo;
  10. Liaising with other international organisations, including relevant bodies within the Council of Europe, the OSCE High Commissioner on National Minorities and OSCE Office for Democratic Institutions and Human Rights;
  11. Performing other duties as assigned.
