Call for expressions of interest
The GIZ project „Sustainable Municipal Services“ commissioned by German Federal Ministry for Economic Cooperation and Development (BMZ) and co-funded by the European Union invites qualified companies to submit expression of interest in providing consultancy services to enhance the reporting and monitoring system at Kosovo Environmental Protection Agency through the development of a digital solution based on the standardized reporting forms.
The amended Waste Law (2012) of the Republic of Kosovo is the legal base for waste management activities, regulations, reports and other monitoring obligations of all actors in the sector. According to this Law (Article 14) the Kosovo Environmental Protection Agency (KEPA) is responsible for the creation and maintenance of a database and information systems for waste management and as well as the production of the country wide waste management’s annual report. The focus of the Sustainable Municipal Services project is to further support and strengthen the capacities of Kosovo municipalities in accordance with their legally assigned mandate in the area of waste management.
Municipalities and other stakeholders in the sector are obliged to report to the Ministry (MESPI) through KEPA on annual basis. After the significant increase of the reporting municipalities (3/38 reporting municipalities in 2018; 36/38 reporting municipalities in 2019), KEPA in close cooperation with GIZ has developed a more advanced monitoring and reporting system through the introduction and implementation of the standardized reporting forms, producing this way a very elaborated Waste Management Report. This step has strengthened KEPA’s role in providing national and local policy makers, researchers and other stakeholders in Kosovo with reliable and up to date data on waste management. In addition, the generated data has been utilized to award municipalities for their progress in service provision under the Municipal Performance Grant – Clean Environment (a joint scheme of MESPI and GIZ).
Development of a digital infrastructure at KEPA to further increase the efficiency and sustainability of the reporting and monitoring will further strengthen the close cooperation between KEPA, municipalities and other actors in the sector. Furthermore, it will serve the wider public (i.e. media, academia, etc,.) by making all this data available, while at the same time incentivize the municipalities, landfill operators and regional waste companies to perform better each time.
The checklist below provides further information about the conditions and expectations of the GIZ/SMS project. Based on responses to this Request for Information, GIZ will pre-qualify companies that will receive an Inquiry and will be formally invited to submit their offers with detailed specifications. Response to the RFI (Request for Information) does not necessarily imply that your company will receive the GIZ's “Support to enhance the reporting and monitoring system at KEPA through the development of a digital solution’’.
Based on the outcome of offers, GIZ/SMS project will offer a framework contract to the selected company. Please note that all correspondence and dealing with the GIZ must be in English language.
REQUEST FOR INFORMATION
- Proof of company’s legal status (registration and/or certification documentation), company details (name, postal address bank information etc.), date of incorporation within their initial response.
- References that prove at least 3 years of relevant experience on the following domains:
- Experience in developing digital solutions within Kosovo Government
- Experience in developing digital solutions in the field of waste management
- Experience in developing projects in cooperation with International Organizations
- At least 3 references on projects in the technical area of waste management in Kosovo
Interested companies are invited to submit expression of interest in English language.
