Tasks and Responsibilities:

The Programme Assistant will work within the Department of Democratization (DD/Governance Section (GS) in HQ. Under the direct supervision of the Chief of Section, the incumbent will provide programmatic, clerical and administrative support to the Governance Section, the incumbent will be performing the following duties:

1.Keeping tracking of and follows up on  Assignments and deadlines for the Section; drafting correspondence in English; preparing summaries of relevant meetings, documents; supporting project managers in implementation of projects; holding specific responsibility for supporting reporting on projects;

2.Assisting in providing technical advice related to monitoring/supporting Governance Institutions, including Electoral Management Bodies as well as in the preparing and co-ordinating of special mission and ad-hoc reports and provides background information and technical support;

3. Assisting in the developing and implementing of Governance projects, preparation of planning implementation and monitoring of project activities by obtaining assistance and required clearances and through progress reports and evaluation, follows the progress of activities, deadlines, milestones;

4. Assisting in preparation of meetings and seminars; drafts and develops materials, presentations; provides when required, internal or external training, analyses quantitative data based on advanced Excel tools; carries out surveys, analyses qualitative data, formulates proposals for improvement of counterparts' workinq processes;

5. Ensuring full co-ordination support of all activities related to the programmatic activities of the Governance section; Provides assistance in filtering and coordinating information coming from/to HQ to/from the field in order to ensure feedback, timely delivery and streamline guidance;

6. Performing any other duties as required.

Necessary Qualifications:

  • Completed secondary education supplemented by formal studies in secretarial, administrative or project management matters;
  • Minimum of four years of relevant working experience with governmental, inter-governmental, international organizations or civil society organizations, preferably within OSCE central or local governance, including electoral, supporting projects and activities;
  • Experience in supporting monitoring and evaluation of projects;
  • Computer literate with practical experience with Microsoft applications;
  • Excellent written and oral communication skills in English, and in local languages.

Remuneration Package:

Monthly remuneration, subject to social security deductions is 1,084.00 Euro/month. Social benefits will include participation in the OSCE Group Insurance Plan (Health, Life, Accidental Disability and Temporary Incapacity Insurance) and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
