STATEMENT OF WORK

Description of project

USAID has awarded Cardno a five-year contract to promote resilient, self-sustaining market systems, and to facilitate the private sector’s improved competitiveness in local, regional, and global markets. Through USAID Compete Activity, Cardno will work to empower firms, organizations, and institutions to improve market systems. USAID Compete will focus in three key export-oriented sectors (Information and Communications Technologies (ICT), wood, and food processing) to sustainably increase their competitiveness. By working to address constraints across the system, USAID Compete will enable scalable and systemic change to occur, stimulating job creation and private sector increased ability to engage in local, regional, and international markets. The expected results of USAID Compete across all three sectors are: 1) market systems are strengthened to increase sector competitiveness and 2) market actors within those market systems are more productive and competitive.

Background of the assignment

One of the identified constrains within the food processing (FP) sector is lack of maintenance capacity which drives up costs and uncertainty modern machinery that companies have installed requires regular maintenance and support. However, this service is largely missing in the market system and companies are forced to engage repair shops from Serbia, Albania and North Macedonia. Such arrangements are costly and time consuming. Several larger companies have installed additional production lines to avoid possible downtime in production, paying extra for redundant equipment simply because repair services are not available locally.

To attempt to address the constraint, the USAID-funded Compete activity is seeking a Short Term (STTA) Expert on Machinery Maintenance System for the Food Sector (hereinafter referred to as “Expert”).

General Responsibilities

The Expert will be contracted by USAID Compete Activity to:

  • Conduct situation analysis of the available machinery within the food processing companies by generating the inventory of existing machinery suppliers used within the food processing sector.
  • Analyze the market for machinery repair services in Kosovo, identifying existing service providers and exploring their capacities and constraints to growth.
  • Analyze regional experiences and business models of food processing machinery maintenance and repairing service providers; and
  • Present findings from situation analysis and regional analysis to food processing (FP) and other stakeholders.

Specific Tasks and Responsibilities

The Expert is responsible for the following tasks:

1.    Conduct a situation analysis of the of the available machinery used within the food processing sector to generate the inventory of existing machinery suppliers used within the food processing sector (up to 15 companies):

  • Develop a hands-on “inventory form” or “questionnaire” to guide the situation analysis of the available machinery within the food processing companies. The inventory form should include information on the machinery brand, machinery name/type, where FP companies buy maintenance services[1] per listed machine, etc. The developed form/questionnaire should be approved by responsible Skills Development (SD) Expert or other relevant USAID Compete team member.
  • Based on input from USAID Compete, select a representative sample of companies to be part of the situation analysis.
  • Administer the analysis via a combination of direct visits to selected companies and focus group meetings if necessary.
  • Consult with other relevant actors if necessary, especially with the food sector association(s).
  • Prepare an inventory report with initial findings.
  • Prepare a presentation reflecting the findings.

2.    Analyze the existing market for machinery repair services in Kosovo:

  • Conduct a market mapping exercise of all sources of machinery maintenance currently used by food processing companies, which would be discovered under component 1 of the assignment.
  • Visit existing service providers to analyze their business models, including capacities, market share, constraints, and opportunities for growth.
  • Prepare a presentation reflecting the findings from the analysis of existing market for machinery repair services.

3.    Analyze regional experiences and business models of food processing machinery maintenance and repairing service providers:

  • Based on input from the inventory report and USAID Compete, select service providers from 2 regional countries (preferably North Macedonia, Serbia and Albania) and their business models to be part of the analysis.
  • Reach out to regional machinery providers to analyze their business models.
  • The business models should be analyzed in terms of transactions between supplier and the buyer and payment modalities offered by the machinery suppliers to its clients (payment per service, yearly fee, etc.).
  • Understand how they upgrade their skills in terms of maintenance and repairing the machinery, considering that the technology changes over the time.
  • Prepare a presentation reflecting the findings from business model analysis.

4.    Prepare the report and present findings from situation analysis, the analysis of existing market for machinery repair services in Kosovo and regional analysis to food processing companies and other stakeholders and evaluate their willingness for establishment of a model to purchase maintenance and repairing services from a local entity.

  • Present the findings (inventory list, the analysis of the existing market and business model analysis) to the food processing association(s) and companies and provide recommendations for solution of machinery maintenance and repairing services, based on findings.

Key Deliverables/Outputs

Outputs and deliverables for this position are:

1.     Inventory of FP sector existing machinery and machinery suppliers and PowerPoint presentation (report and PPT)

2.     Mapping analysis of the existing machinery maintenance/repairing services for FP sector in Kosovo market.

3.     Report from 2 countries with analysis of the regional business model(s).

4.     Recommendations on way forward.

Minimum Education Requirement

Relevant university degree

Minimum Professional Experience

  • Strong market analysis experience.
  • Substantive technical consulting experience supporting food processing sector.
  • Knowledge of the food processing industry in Kosovo and the region is a distinct advantage.
  • Knowledge and experience with machinery maintenance market and related issues is a distinct advantage.
