In accordance with the functions and competencies provided in Article 21, referring Article 17 of the Law on Public Enterprises (Law no.03/L-087), as amended and supplemented with Law no.04/L-111 on NP, and article 5 of Administration Directive no.07/2017 for regulation of procedures for public sector vacancy, the Temporary Board of Directors of RWC "Prishtina" JSC, announces the following:

PUBLIC VACANCY

To fill in two (2) positions

  • CHIEF EXECUTIVE
  • CHIEF FINANCIAL AND TREASURY OFFICER

1. Job Title: CHIEF EXECUTIVE

Place: Prishtina
Enterprise: Regional Water Company “Prishtina” J.S.C.
Reports: The Board of Directors
Salary Level: Category I
Mandate: 3 years-with possibility to extend

The Regional Water Company "Prishtina" j.s.c., is a Public Enterprise which provides services of collection, treatment and provision of drinking water and disposal of waste water services, covering the service area of 8 (eight) municipalities within Prishtina region.

Required criteria and qualifications:

The Board of Directors wants to ensure that all potential candidates are persons with known integrity who meet the qualification requirements under Article 17.1, as well as meet the independence criteria under Article 17.2 points (d), (f), (k) and (l) of the Law on Publicly Owned Enterprises, and have the necessary professional experience and the required education for the position in question, which requires the following criteria:

  • The candidate must have a university degree in the field of business administration, economics, finance, engineering, law or relevant field of business activity with the Enterprise; or at least five (5) as publicly certified accountants, certified by a national or international accounting association. Post-graduate diplomas in these fields are an advantage.
  • The candidate must have at least 5 years of experience in the high level of management, experienced individuals in other corporations with high sizes and complexity are preferred, including other requirements provided by Article 17, point 3 of Law No. 03 / L-087 amended and supplemented later.
  • Advanced knowledge in the scope of public enterprises.
  • High moral and professional integrity.
  • Ability to lead and achieve the objectives of the enterprise.
  • Skills in fundraising, project management and reporting.
  • Knowledge of English is considered an advantage.
  • Advanced knowledge in use of information technology and standard software packages is preferred.
  • Excellent organizational and planning skills.
  • Excellent communication skills in writing and speaking.

Main tasks and responsibilities of the Chief Executive:

  • Strategic development of RWC “Prishtina” J.S.C..
  • Manages the enterprise and leads its program, finance and employment policy.
  • In compliance with legal acts and policy of Company.
  • Executes strategic aims and objectives of the company by directing the leadership towards accomplishment of the mission and vision of the company,
  • Supports the work of the Board of Directors through proposals related to policies and decisions that Board will make,
  • Responsible for services provided by the company, monitoring the quality of program for preparing services, marketing and sale of these services,
  • Proposes the annual budget to be approved by the Board of Directors and with competency manages financial sources of the company within applicable laws and regulations,
  • Effectively manages human resources of the company within official policies of the company and procedures in accordance with laws into force,
  • Ensures that the mission and program of the company and its services continue and are presented to create a positive image of the company for the interested parties,
  • Supervises increase of funds, its planning and execution, including identification of financial sources, and preparing the strategy to access these sources by providing proposals for administration and documentation of increase of these funds,
  • Manages policies and executes decisions of the Board in accordance with legislation in force.
  • Takes care of the day-to-day operations of the Enterprise and commits for them to be on the benefit of the Enterprise;
  • Evaluates the internal control and undertakes the necessary measures to make it functional to manage and keep under control the risks that threaten the activity of the Enterprise;
  • Represents the enterprise to other parties according to the official position and when necessary with the authorizations of the Board of Directors.

2. Job Title: CHIEF FINANCIAL AND TREASURY OFFICER

Place: Prishtina
Enterprise: Regional Water Company “Prishtina” J.S.C.
Reports: Chief Executive and the Board of Directors
Salary Level: Category III
Mandate: 3 years - with possibility to extend

Required criteria and qualifications:

The Board of Directors wants to ensure that all potential candidates are persons with known integrity who meet the qualification requirements under Article 17.1, as well as meet the independence criteria under Article 17.2 points (d), (f), (k) and (l) of the Law on Publicly Owned Enterprises, and have the necessary professional experience and the required education for the position in question, which requires the following criteria:

  • University degree in the field of finance, accounting and/or auditing, and considerable professional experience in these fields. Post-university degree in these fields is and advantage.
  • At least 5 years of work experience in management proven in finance accounting and/or auditing;
  • Certified public accountant according to a program in accordance with International Education Standards (IES) and according to the guidelines of the International Federation of Accountants (IFRS). Certified audit is considered as advantage.
  • Knowledge in the interpretation of International Accounting Standards (IAS) and International Financial Reporting Standards (IFRS) on the basis of which the Enterprise reports;
  • High moral and professional integrity;
  • Proven financial management skills;
  • Knowledge of English language is an advantage;
  • Advanced knowledge in use of information technology and standard software packages
  • Inter-personal skills
  • Leadership skills to achieve general objectives of enterprise;
  • Individuals with work experience in enterprises, other corporations with large size and complexity are preferred.

Main Tasks and responsibilities:

  • The Chief Financial Officer (CFO) will manage financial matters of the Company under the management and supervision of the CE, and Audition Committee, in accordance with primary and secondary legislation for the management of Public Enterprises.
  • Maintaining updated and accurate accounts of the Company.
  • Establishes and manages all internal financial audits, including purchases, cash receipts and underlying assets.
  • Monitors accounts payable and coordinates payment of bills and special purchases;
  • Reviews employees' expenses to ensure compliance with the Company's policies and budget before their payment;
  • Prepares the data of the Company for auditing by the end of the year;
  • Coordinates other business functions, such as renting facilities and equipment, and cooperates with CEO and the Company's procurement office or activities;
  • Manages the Company's treasury, sets and prepares budgets and any other financial tasks set by the CEO or BoD.
  • Prepares and reports on the financial condition of the company in accordance with international financial reporting standards in accordance with applicable law;
  • Cooperates with the external auditor on audit issues and implements the recommendations that come as a result of an internal, external audit, or by any other advisory or security provider;
  • Collaborates with other Enterprise officials such as the Chief Executive Officer, the Internal Auditor and the Secretary of the Corporation to assist t in achieving the objectives of the Organization.
