BASIC FUNCTION OF POSITION
The Design, Monitoring, and Evaluation (DME) Specialist provides a broad range of support to the International Narcotics and Law Enforcement (INL) section in all matters related to project design, monitoring, and evaluation. The job holder reports directly to the INL Director to provide updates and analysis on projects' progress and results. He/she also actively participates in IN L's Washington-based DME network to ensure the application of bureau-wide design, monitoring, and evaluation standards in all lNL projects in Kosovo.
Qualifications and Evaluations
EXPERIENCE: A minimum of five (5) years of progressively responsible experience in development and implementation of projects and/or programs, development of program related evaluations and statistical analysis, development of strategic design and program policy, development of program impact indicators, data collection and analysis, performance reporting, development and utilization of programmatic monitoring tools, performance evaluation coordination, impact evaluations and knowledge management with international development organizations, government institutions, donor organizations, or diplomatic missions is required.
JOB KNOWLEDGE: The job holder must have a thorough knowledge of INL design standards, INL monitoring and evaluation guidance, the INL program management lifecycle, and program implementing mechanisms.
S/he must have an advanced ability to use DevResults, as well as at least one data analysis and visualization tool, such as Excel, Power BI, Tableau, Stata, R, or Python.
Master's degree from an accredited college or university in Project Management, Statistics, International Development, Political Science or Economics or local equivalents is required.
English Level IV (Fluent) speaking, reading, writing is required. It may be tested.
Albanian or Serbian Level IV (Fluent) speaking/reading is required. It may be tested.
SKILLS AND ABILITIES: The job holder must have strong communication and inter-personal skills. S/he must be able to establish, maintain and broaden an extensive range of contacts in country, to include key officials of government ministries, nongovernmental organizations, private sector entities, and other donor agencies, as well as with INL’s Washington-based DME network. The job holder must also have a demonstrated ability to exercise his/her responsibilities and plan and execute work assignments independently, be able to work under pressure and produce high-quality results quickly, and be able to anticipate issues of concern. Successful performance in this position requires skills in teamwork, adaptability, attention to detail, and being able to follow guidance and procedures. The job holder must be a self-starter. Excellent command of software programs is needed for e-mail, word processing, spreadsheets, databases, PowerPoint and graphics presentations for the effective performance in this position. The job holder must be able to draft professionally prepared briefing documents, including technical reports based on data and analysis but written in everyday English and requiring few editorial changes.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
