AAM Management Information Consulting Ltd (AAM) is qualified contractor of the European Commission (EC) in the Framework Contract (FWC) SIEA 2018 in LOT3- Human Rights, Democracy and Peace. FWC is a simplified procurement procedure with  the  objective of  fast  and  transparent  recruiting  of  experts  for  the  support  of  beneficiary countries.

AAM Management Information Consulting Ltd is currently looking for 5 experts for the FWC assignment "Support to the evaluation of IPA II CSF Call for Proposals: “Support to regional thematic networks of civil society organisations;  support to a network for women’s rights and gender equality; and support to small scale projects promoting cooperation between communities and citizens in Kosovo and Serbia” in Western Balkan.

The project is now at the bidding phase and we are looking for an expert interested in the implementation and possessing all qualifications and skills required for the positions to be proposed to the EC.

Location:

  • Meetings of the team leader with the Evaluation Committee will be held at European Commission, DG NEAR, Rue de la Loi 15, Brussels, Belgium while the other experts will attend via video-conference.
  • The External Assessors and Administrative Assistant will work from home or from the Contractor's office.

Indicative start and end date: 05 June 2019 – 05 December 2019

The services requested in these Terms of Reference concern the technical and financial evaluation of approximately 150 Concept Notes (first phase) and the analysis of approximately 35 Full Applications (second phase).

REQUIREMENTS OF THE POSITIONS – IN THE APPLICATION, PLEASE INDICATE WHICH POSITION YOU ARE APPLYING FOR!

Profile per expert or expertise required

The team as a whole should have the following demonstrated expertise:

  • Knowledge of the Project Cycle Management and EU external aid programmes and a recent practical experience in the evaluation of proposals submitted under EU external aid programmes
  • Good knowledge of EU and enlargement-related matters
  • Excellent oral and writing skills in English (level 1 in a scale from 1 to 5, where 1 is "excellent" and 5 is "basic" (this only applies to the Senior Experts)
  • Advanced understanding of democratization and civil society related issues
  • The I and II experts should have at least 3 years of experience in evaluation and/ or management of programmes and/or projects financed by the Instrument for Pre-accession Assistance
  • The I and II experts should have at least 3 years of experience in evaluation and/or management of programmes and/or projects to support civil society
  • Financial capacity assessment skills;
  • Previous experience with PROSPECT and PADOR is an asset

Category I Expert:

  • The senior expert should have at least 12 years of experience in the sectors related to the Lot 3: HUMAN RIGHTS, DEMOCRACY AND PEACE of the Framework Contract “SIEA 2018”;
  • The senior expert shall have Masters Degree Academic level (preferably in law, social sciences and  any other field related to the subjects of the Lots of the Call for Proposals) or alternatively in the absence of Masters Degree, at least 2 years of additional relevant professional in the fields related to the subjects of the Lots of the Call for Proposals (e.g. human rights, democracy and rule of law; public administration reform; migrations; local authorities and decentralisation, enhancement of the role of CSOs; conflict resolution and reconciliation; media freedom; socio-economic development; environment, climate actions and energy efficiency; transport; digital and cybersecurity etc);
  • Additionally, the senior key expert entrusted with the coordination of the team shall have at least 5 years of experience in team management.
  • Knowledge and working experience on the issues covered by the call for proposals (e.g. Human Rights, Minorities and Vulnerable groups, Gender issues, Good governance, Reconciliation, Culture, Media Freedom, Environment and climate action, Social inclusion, Digital and Economic development) notably as concerns support to Civil Society Organisations.

Category II Experts:

  • The Category II experts should have at least 6 years of experience in the sectors related to the Lot 3 : HUMAN RIGHTS, DEMOCRACY AND PEACE of the Framework Contract “SIEA 2018”;
  • The experts shall have Masters Degree Academic level (preferably in law, social sciences and  any other field related to the subjects of the Lots of the Call for Proposals) or alternatively in the absence of Masters Degree, at least 2 years of additional relevant professional in the fields related to the subjects of the Lots of the Call for Proposals (e.g. human rights, democracy and rule of law; public administration reform; migrations; local authorities and decentralisation; enhancement of the role of CSOs; conflict resolution and reconciliation; media freedom; socio-economic development; environment, climate actions and energy; transport; digital and cybersecurity etc);

The number of working days requested is an estimation that can be reviewed downwards according to the number of proposals received for the Call for proposals and its evaluation timetables.
