Local Administration Staff
EU Grant European Union/ Kosovo Justice Sector Programme

The German Foundation for International Legal Cooperation (IRZ) was awarded the EU Grant “European Union/ Kosovo Justice Sector Programme” and is therefore looking for candidates for the following fulltime positions based in Prishtina, Kosovo:

Chief Administrator, Office Manager, Financial Manager, three Interpreters/Office Assistants and one Driver/Logistical Manager

The overall objective of the project is to reform the justice system in line with European and international standards.

The Specific Objectives of the project are:

  1. To strengthen the independence and impartiality, accountability, professionalism, quality, efficiency and transparency of the institutions in the justice sector in a coordinated effective process in accordance with the Functional Review of the Rule of Law sector and the Strategy that is being
  2. To improve access to justice, particularly for women and disadvantaged or marginalised groups.
  3. Project partners are the Center for International Legal Cooperation (CILC; Netherlands) and the Ministry of Justice of Croatia.
  4. The project will start on 1st of October 2020 with a duration of 40 months.

Chief Administrator (full-time position)

TASKS AND RESPONSIBILITIES

The Chief Administrator supports the Team Leader of the Project (TL) as well as IRZ, oversees the internal administration and provides managerial support to the entire project team and ensures follow-up of requests by TL or IRZ and the teams.

The main activities of the Chief Administrator will be:

  • Guides and advises the administrative staff members under the guidance of the TL
  • Distribution of work, supervising
  • Ensuring follow up of requests by TL, project experts or IRZ
  • Oversees the work and organisation of translators
  • Financial control and oversight, preparation of budgets addenda, takes care of all issues related to local payments and project bank account
  • Overlooks compliance with internal rules and corporate identity
  • Supports the Project Team of the different project components in the execution of their responsibilities and tasks; including preparation of seminars, trainings and conferences under the guidance of responsible experts
  • Provides administrative support to the Team Leader on any matter
  • Oversees the official project correspondence and maintains filing systems
  • Oversees the management of the project offices, establishment and maintenance of appropriate archives and of source records to ensure adequate documentation of the project
  • Assists in the implementation of components, in case of required professional background;
  • Reports to: Team Leader in Pristina and Project Director in Germany
  • Performs any other related activities, which may emerge and/ or as required by the Team Leader/Project

Qualifications and general professional experience:

  • University degree, preferably in the area of Law, Social Science or public administration
  • Minimum of 10 years work experience in the public sector or in international organizations
  • Previous work experience in an international project is considered an advantage;
  • Sound project management expertise;
  • Proven ability to work in intercultural teams;
  • Fluency in English and Albanian is required; German would be an asset;
  • Very good knowledge of relevant office and computer programs; full proficiency in Excel and/ or similar programs is a must;
  • Excellent negotiation, networking, communication, reporting and IT skills

Office Manager
(full-time position)

TASKS AND RESPONSIBILITIES

The Office Manager supports the project team in the execution of the responsibilities and tasks by providing administrative support.

The main activities of the Office Manager will be:

  • Assistance to the overall administration of the project;
  • Timely and qualitative delivery of tasks assigned by TL, Chief Administrator, Project Director and other experts;
  • Maintain regular co-ordination among the local project staff and experts Assisting in communication interface with the Kosovar counterparts and national/ international stakeholders
  • Facilitating communication within the project team, short term experts, consortium;
  • Keeping und updating internal registers and calendars;
  • Providing administrative, organisational and logistical support for meetings, conferences, training seminars and other project activities, as needed;
  • Preparation of event/training material (copying, preparation of files for participants, preparation of list of participants);
  • Documentation of project activities and results;
  • Follow up on administrative procedures, resident permits,
  • Consistency checks, proof reading and editing of texts on both languages, Albanian and English;
  • Updating the website, in particular based on information taken from staff meetings;
  • Support the procurement and tendering according to EC
  • Taking care and applying corporate identity of project, graphics, design, ppt-presentations;
  • Preparing templates and compiling reports;
  • Providing satisfactory translation of documents/regulations/training materials/briefing materials and other written material from English to Albanian and vice versa;
  • Servicing during meetings;
  • Performing any other related activities, which may emerge during the course of time and/or as required by IRZ and /or the Team

Qualifications and general professional experience:

  • University degree, preferably in the area of finance, economics, public administration or in language studies (English);
  • Minimum of 5 years work experience;
  • Previous work experience in an international project and/or organization is considered an advantage;
  • Sound project management expertise;
  • Proven ability to work in intercultural teams;
  • Fluency in English and Albanian is required; German would be an asset;
  • Very good knowledge of relevant office and computer programs; full proficiency in Excel and/ or similar programs is a must;
  • Excellent negotiation, networking, communication, reporting and IT

Financial Manager (full-time position)

TASKS AND RESPONSIBILITIES

The Financial Manager supports IRZ and the project team in the execution of the responsibilities and tasks by providing administrative support. The focus is on accounting/financial matters as concerns the finances of the local project office (-s) located in Prishtina.

The main activities of the Financial Manager will be:

  • Administering and controlling the local project budget (e.g. cash flow, payments, consistency and application of budget, documentation and review of invoices)
  • Drafts, reviews and assesses necessary financial reports for the EU in close cooperation with the TL and/or IRZ;
  • Provision of support to all teams as well as experts;
  • Preparation and management of financial and relevant statistical data and documents;
  • Support the procurement and tendering according to EC
  • Performing any other related activities, which may emerge during the course of time and/or as required by IRZ and /or the Team

Qualifications and general professional experience:

  • University degree, preferably in the area of finance or economics
  • Minimum of 5 years work experience;
  • Previous work experience in an international project and/or organization is considered an advantage;
  • Sound financial management expertise;
  • Proven ability to work in intercultural teams;
  • Fluency in English and Albanian is required; German would be an asset;

Three Interpreters/Office Assistances (full-time positions)

TASKS AND RESPONSIBILITIES

The Interpreter/Office Assistant supports the project team in the execution of their responsibilities and tasks by providing language and administrative support.

The main activities of the interpreter/Office Assistant will be:

  • Providing interpretation at meetings/workshops/seminars/conferences from English to Albanian and vice versa;
  • Assisting in communication interface with the Kosovar counterparts and national/ international stakeholders;
  • Providing satisfactory translation of documents/laws/regulations/training materials/ briefing materials and other written material from English to Albanian and vice versa;
  • Providing linguistic revisions of already translated documents;
  • Preparing consolidated versions of documents, including laws;
  • Consistency checks, proof reading and editing of texts on both languages, Albanian and English;
  • Providing administrative and logistic support for meetings, conferences, training seminars and other project activities, as needed;
  • Performing any other related activities, which may emerge during the course of time and/or as required by IRZ and/or the Team

Qualifications and general professional experience:

  • University degree, preferably in language studies (English) or certified translator for English- language;
  • Minimum of 5 years work experience;
  • Previous work experience in an international project and/or organization is considered an advantage;
  • Distinct experience with translation / interpreting in regards to legal terminology is considered an advantage;
  • Proven ability to work in intercultural teams;

Driver/Logistic Manager (full-time position)

TASKS AND RESPONSIBILITIES

The driver/logistic manager supports the project team in the execution of their responsibilities and tasks by providing logistic support and transport services.

The main activities of the Driver/Logistic Manager will be:

  • Drive the Project vehicle during assigned official duties
  • Ensuring that the vehicle is regularly cleaned
  • Organizing and co-coordinating transport services for project, establishing work-plans for logistic officer and driver;
  • Ensuring maintenance of project vehicles, reporting and documentation regarding vehicles and transport services;
  • Maintenance of office equipment (change of toners, calling services in case of malfunctions, repairs);
  • Implementation of procurement (buying office supplies, stationary );
  • Keeping and updating project inventory, and other inventories, like phone, key, publications,
  • Support the project in the preparation of events, seminars, training, meetings;
  • Performing any other related activities, which may emerge during the course of time and/or as required by IRZ and /or the Team

Qualifications and general professional experience:

  • Possession of a valid driving license for the required classes of vehicles since at least five years
  • High degree of integrity and
  • Ability to work in intercultural teams;
  • Fluency in English and Albanian is required; German would be an asset;
