REGIONAL CONTEXT:

The Europe and Central Asia (ECA) region comprises 30 extremely diverse countries, with a population of nearly 500 million people. Three of our clients are IDA only and another 2 are IDA blend countries.  The remaining 25 are IBRD eligible. ECA has a strong lending pipeline as well as a large and growing portfolio of Reimbursable Advisory Services. Knowledge is critical to the Bank’s value proposition to client countries in the ECA region in both lending and advisory services.

A predominantly middle- and high-income region, ECA continues to be at the forefront in confronting the numerous challenges as well addressing challenges facing in the evolving global economy. The region is at the vanguard of building regional connectivity while having to manage the changing structure of the labor market. At the same time, digital technologies are changing the nature of work, populations are aging, and large migration flows have generated social tensions that have contributed to increased political polarization. These emerging trends threaten to reverse the region’s achievements in regional integration, poverty reduction and shared prosperity. Many parts of the region continue to struggle with multiple structural weaknesses, including high public debt burdens, tight fiscal space, low investment, lack of contestable markets, and financial sector vulnerabilities.

The ECA region is also one of the most vulnerable to climate change. It has a large potential to strengthen climate change resilience and improve energy efficiency, thereby reducing its contribution to climate change. Other important challenges affecting parts of the region include frozen conflicts and domestic political instability.

In view of these challenges, the ECA regional strategy is to help countries (i) create Solid Foundations for higher productivity and resilience— macroeconomic and financial stability, effective governance and institutions, enabling the environment for the private sector-led growth, and capacity to address global public goods, especially climate change; (ii) build an environment for Productive Individuals to overcome vulnerability and achieve middle-class status—investing in maternal and child health, investing in safety nets to protect households during times of adversity, improving labor productivity and labor force participation to achieve higher incomes, fostering inclusion and engaged citizenry for shared prosperity; and (iii) Enabling Markets to achieve sustained and inclusive growth—support private sector growth, promote entrepreneurship, competition and innovation, facilitate access to new markets, foster regional economic integration, and participate in global value chains.

COUNTRY AND UNIT CONTEXT:

The Western Balkans Country Management Unit covers six Balkan countries (Albania, Bosnia and Herzegovina, Kosovo, North Macedonia, Montenegro, and Serbia) on a path toward eventual integration in the European Union. The six countries face the common challenge of restoring economic growth and increasing employment in the aftermath of the 2008 global financial crisis and protracted Eurozone crisis. They do so while grappling with difficult structural reforms aimed at transitioning from historically planned economies to fully-functioning market economies. All six countries are active WBG clients, with strong demand for lending/financial products and technical advisory services. The Western Balkans CMU has an active portfolio of 54 projects totaling US$2.7 billion in commitments, with new lending commitments ranging around $500-800 million per annum. The CMU team is largely decentralized, with the Country Director located in Vienna supported by a small operations team and three Sector/Program Leaders. Four Country Managers lead the six Country Offices, with a senior country officer representing the CMU at headquarters.

KOSOVO

Kosovo is Europe’s youngest country and a fragile, post-conflict state. Kosovo unilaterally declared independence from Serbia in 2008.  It became a member of the World Bank Group on July 29, 2009.  However, about 100 of 193 United Nations members, including 25 out of 29 European Union member states, recognize Kosovo. Kosovo’s non-membership in the UN remains an obstacle to political integration and socioeconomic development. The lack of normalized relations with Serbia is a major development constraint, and security is still guaranteed by some 4,000 NATO-led peacekeeping troops on Kosovo soil. Kosovo is also a potential candidate for European Union (EU) membership. In July 2014, the EU and Kosovo initialed a Stabilization and Association Agreement (SAA), the first formal step toward eventual EU membership. In parallel, the EU has opened talks on visa liberalization with Kosovo, although progress has been slow, reflecting EU concerns about immigration and the country’s capacity to fight organized crime and corruption.

Early parliamentary elections took place in Kosovo on February 14, 2021 followed by the formation of a new government and the election of a new President.

After years of sustained growth, GDP fell in 2020 as a result of the COVID19 pandemic, though it is expected to improve in 2021 and beyond. Unemployment remains high and labor force participation is remarkably low, particularly for women and youth.

The current CPF covers the period FY17-21, and its goal is to support Kosovo on a path toward more sustainable, export-oriented and inclusive growth, and to provide its citizens more opportunities for a better life.    Kosovo is currently still eligible for IDA credit financing due to its post-conflict fragility and total IDA allocation during the CPF period is estimated at approximately US$240 million.  As of August 2021, the active IDA lending portfolio amounted to roughly US$292 million across ten projects in the areas of energy, agriculture, health, competitiveness, water, the information and communications technology sector, and cadaster reform.  Project implementation is challenged by institutional and governance weaknesses. A Performance and Learning Review of the CPF is expected to be delivered to the Board by end-Q2 FY22.

The World Bank Office in Pristina comprises 15 staff, including five Global Practices experts working in Kosovo and in the region and is co-located with IFC.

The World Bank Office in Pristina is looking for a Team Assistant to be part of a small CMU team comprising the Country Manager, Senior Operations Officer and the Operations Officer based in Pristina.  The Team Assistant will report to the Country Manager and work under the day-to-day supervision of senior colleagues in the CMU and TTLs in relevant GPs.

The Team  Assistant will be a core member of the Administrative and Client Support (ACS) team and will carry out the full range of office support work, including managing processes and monitoring schedules related to their team's/unit's products and tasks. He/she will need to coordinate extensively with service units and liaise frequently with team members both at headquarters and in the field, as well as external counterparts. This position will offer exposure to a broad range of operational and strategic issues as well as opportunities to work with a wide range of staff across GPs.

The main responsibilities include but are not limited to the following tasks:

  • Administrative, logistical and operational support to CMU team and GP teams
  • Provide full range of office support work to the CMU Office team, including managing calendar and public engagements, mission travels, etc.
  • Support selected GPs’ Operational teams including managing processes and preparing and monitoring team schedules, agendas, organizing interpreters and translators, making hotel and travel reservations.’
  • Support selected GPs’ project teams in project preparations including drafting a variety of standard documents, proofreading materials, translating short documents.
  • Maintain up-to-date project files, assist the project teams in proper data filing, respond to requests requiring data collection and file search.
  • Attend mission meetings as required, draft minutes and ensure timely clearance and distribution.
  • Assist in preparation and logistical planning for various events, e.g. conferences, workshops, negotiations, etc.
  • Maintain excellent relations with internal and external stakeholders, vendors and clients to facilitate and ensure optimal outcomes.
  • Provide, when necessary, back up support and/or assistance to other ACS colleagues in order to ensure smooth operation of the office.
  • Provide general research support, utilizing all relevant computer software to retrieve, maintain and manipulate data as needed.
  • Assist in the preparation of presentation and meeting materials, meeting minutes, and any other official documents related to the work of the Country Manager and ensure these are properly filed (either in paper or electronic format) for easy accessibility and future reference.

Selection Criteria

  • Minimum Education/Experience:  High school diploma with 2 years of experience.  A college degree is preferred.
  • Prior experience providing direct support to an executive or in a Front Office.
  • Fluency in written and oral Albanian. Knowledge of Serbian desired.
  • Strong communication skills in English (verbal as well as written).
  • Highly organized.
  • Proactive in terms of identifying potential issues and taking action to prevent or minimize them.
  • Flexible in terms of schedule and tasks and adaptable to changes.
  • Professionalism, poise, and positive attitude with guests and co-workers.
  • Calm under stress.
  • Collaborates effectively with staff at all levels.

Required Competencies:
