Project Description: Within the framework of the bilateral cooperation between the Republic of Kosovo and the Federal Republic of Germany, Germany envisaged grant funds for investments in Kosovo’s solid waste infrastructure (predominantly municipal solid waste collection and transport equipment). The overall objective of the investments and of the project is to contribute to the protection of the environment and the natural resources, the improvement of the living conditions of the population, as well as the promotion of participative development, democratization and good governance. In order to achieve this, the intention of the Government of the Republic of Kosovo is to improve the municipal solid waste collection and transport services in 16 participating municipalities with the respective Regional Waste Collection Companies (RWCC) as operators.
Contract Description: The PEA intends to use all available funds (3,399,998.00 EURO) for the procurement of new refuse collection vehicles (RCV) with compaction mechanism and spare & wear parts. The Bidder shall offer the maximum aggregated payload (in tonnes) of all vehicles keeping the ratio of 8m³/16m³ RCV (50/50). Because of the limited budget, Bidders may offer additional spare parts or either of the 8m3 or 16m3 trucks, in order to use the whole available budget. The Bidders are requested to fill in the maintenance costs the PEA will incur during the warranty period (e.g. inspection, servicing, and wear parts) plus the annually aggregated wear and spare part costs for the years after expiry of the warranty period up to seven years into the Excel calculation spreadsheet that forms part of the Tender Documents. The Bidder offering the minimum total cost per tonne payload (€/tonne) consisting of the capital expenditures, maintenance costs during the warranty period, the wear and spare part costs and the fuel and lubricants costs will be awarded the Contract.
The estimated contract award date is: 04.2021. The estimated date for the supply of goods is: 10.2021.
This is an international competitive bidding process carried out as a single-stage selection, according to KfW’s Guidelines for the Procurement of Consulting Services, Works, Plant, Goods and Non- Consulting Services in Financial Cooperation with Partner Countries.
