Org. Setting and Reporting
This post is specific to the United Nations Mission in Kosovo (UNMIK) and the incumbent will report directly to the Head of the Mitrovica Regional Office.
Within limits of delegated authority and under the direct supervision of the Head of the Mitrovica Regional Office, the Senior Political Affairs Officer will be responsible for performing the following duties:
Coordination and Facilitation - Provide substantive and practical support to the Head of the Mitrovica Regional Office in implementing the Mission’s mandate; Develop and maintain collaborative relationships with other mission components, local and central level authorities, the broader UN family, donors and other national and international partners on coordination and policy matters; prepare written summaries and conduct follow-up activities, as appropriate.
Management – Supervise teams of political and civil affairs officers within the regional headquarters and in municipal offices, including providing mentoring and conducting evaluations; Assist in formulating and managing the implementation of the regional office’s programme of work, ensuring that activities are in accordance with the mandate, the Results-Based Budget, and other mission strategic guidance; Develop and coordinate implementation of initiatives to further trust-building within the Mitrovica Region; Participate in the selection of new staff; Serve as OiC in the absence of the Head of Office.
Analysis and Reporting - Identify, analyse and monitor political, security, economic and other developments and emerging issues with respect to the implementation of UNMIK’s mandate; Assess implications and make recommendations on possible policies, strategies and other measures to address issues of concern and to advance mandated objectives; Monitor, evaluate and report on implementation.
Coordinate/lead preparation of analytical reports including, but not limited to, situation reports, briefing notes, notes to file, code cables and input for the reports of the Secretary-General to the Security Council.
Perform other relevant duties as requested by the Head of the Mitrovica Regional Office.

Advanced university degree (Master’s degree or equivalent) degree in political science, international relations, human rights, law, public administration, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of 10 years of progressively responsible experience in political affairs, diplomacy, conflict resolution, human rights, law, public administration, or related field is required.
Experience in outreach, facilitation, and reporting is required.
Experience working in the Balkans for a UN field operation or other international organization is desirable.
Experience managing a team in a UN Special Political Mission or Peacekeeping Operation is desirable.
English and French are the working languages of the United Nations. For the post advertised, fluency in spoken and written English is required. Knowledge of Albanian or Serbian is desirable.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
• This position is temporarily available until 30 June 2021 If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.
• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.
• Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply. Submitting an application or selection for the current temporary job opening does not delay or increase the mandatory age of separation.
• Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as "retirement." Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.

According to article 101, paragraph 3, of the Charter of the United Nations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity.
