Call for expressions of interest

The GIZ project “Strengthening Spatial Planning and Land Management (SPLM)” in Kosovo invites qualified companies to submit expression of interest to support three municipal planning directorates in improving internal administrative structures and procedures for more efficient development and implementation of spatial planning documents.

Municipal planning directorates face many challenges when it comes to the implementation of sectoral laws, which is the Law on Spatial Planning (LSP), Law on Construction, and now the latest approved Law on treatment of illegal construction etc. Furthermore, these departments face challenges in regard to development control. Development control is directly linked to abilities of the planning staff to efficiently issue construction permits as per zoning regulation in municipalities. Drafting spatial planning  documents is considered to be another key task for planning directorates. Quite often, this task is bypassed and outsourced to private companies. There are numerous reasons why planning directorates outsource planning tasks: number of planning staff, other municipal responsibilities assigned to planning directorates (capital investments, bill of quantities for various projects etc.), spatial planning education, spatial planning experience, etc.

Currently, the SPLM project is providing support to MEE and municipalities in improving spatial planning practices. Therefore, GIZ/SPLM requires experienced company to support three municipal planning directorates in improving internal administrative structures and procedures for more efficient development and implementation of spatial planning documents.

The checklist below provides further information about the conditions and expectations of the GIZ/SPLM project. Based on responses to this Request for Information, GIZ will pre-qualify companies that will receive an Inquiry and will be formally invited to submit their offers with detailed specifications.  Response to the RFI (Request for Information) does not necessarily imply that your company will receive the GIZ's request “to support three municipal planning directorates in improving internal administrative structures and procedures for more efficient development and implementation of spatial planning documents”.

Please note that all correspondence and dealing with the GIZ must be in English language.

REQUEST FOR INFORMATION

  • Proof of company’s legal status (registration and/or certification documentation), company details (name, postal address bank information etc.), date of incorporation within their initial response.
  • Companies should submit names of 3 municipalities to whom they have provided similar services as required by the GIZ/SPLM project. Companies should note that referees may be contacted by the GIZ/SPLM project at any

Interested companies are invited to submit expression of interest in English language.
