Call for expressions of interest

The GIZ project “Strengthening Spatial Planning and Land Management (SPLM)” in Kosovo invites qualified companies to submit expression of interest to develop an IT Solution for Detection of Land Cover Changes.

Objective of this consultancy establish a state-of-the-art integrated workflow and computing platform / IT-based solution for remote sensing and geographical information processing to timely detect land use/land cover changes with the purpose of improving proactive land use and land cover change monitoring. The IT solution shall be established on national level as well as on local level based on at least one selected pilot municipality. The objective of the contract to be completed by the consulting company is to design a digital solution that enables a systematic assessment and early warnings for land use and cover changes, focusing on at least 1 and up to 3 pilots in Kosovo. The tool will be used by relevant authorities (spatial planners, inspectors, agricultural officials) mainly to monitor and control urban expansion, to monitor changes in the shape and area of construction land and agricultural land, and to detect unpermitted construction on agricultural land, as well as to detect any other undesired unpermitted use of land. In this regard, land use/land cover change detection is referred to as a method of understanding how a given area has changed between two or more time periods. Land use change detection involves comparing changes between satellite imagery and/or aerial photographs taken over different time periods (between 1-week period and more), that cover the exact same geographic area and cross-referencing them with other data layers, ultimately providing truthful information on occurring land use changes.

As the solution shall be replicable at low operational costs, the task is to develop a digital platform which could make use of various freely and publicly available digital data (such as high-resolution satellite imagery available from the Copernicus Earth Observation Program, namely Sentinel-1 and Sentinel-2 satellites; Google Earth Engine or others and others as needed), process them through an algorithm based engine, and transform these data into easily interpretable format ultimately enabling automated detection of land use/cover change. Thus, the main product is twofold – the IT solution on national level and one model municipality where it has been applied, tried and tested under ‘real’ working conditions.

The checklist below provides further information about the conditions and expectations of the GIZ/SPLM project. Based on responses to this Request for Information, GIZ will pre-qualify companies that will receive an Inquiry and will be formally invited to submit their offers with detailed specifications. Response to the RFI (Request for Information) does not necessarily imply that your company will receive the GIZ's “Request to develop an IT Solution for Detection of Land Cover Changes. Please note that all correspondence and dealing with the GIZ must be in English language. 


  1. Proof of company`s legal status (registration and/or certification documentation), company details (name, postal address bank information etc.), date of incorporation within their initial response.
  2. Companies should submit details and contact information of at least 1 similar project delivered. Companies should note that referees may be contacted by the GIZ/SPLM project at any time.

Interested companies are invited to submit expression of interest in English language.
