Project Overview and Role:

Palladium is seeking a Procurement Expert for an upcoming project in Kosovo aiming to strengthen the public procurement system in Kosovo to reduce incidents of malfeasance and corruption.

The project is expected to work with the Procurement Review Body (PRB) in Kosovo to ensure the PBR is well-governed (workstream 1), their case management system is digitalized (workstream 2), and the decision-making process quality is improved (workstream 3). The project is also expected to strengthen the procurement systems of 3 targeted institutions to be selected during the inception phase (workstream 4).

The Procurement Expert lead on workstream 4 of the project, aiming to strengthen the procurement systems of 3 targeted institutions to be selected during the inception phase.

Relationship Management

  • Developing strong working relationships with the programme’s contact points in the three targeted institution, bot at leadership and mid-management level.
  • Developing strong working relationship with the programme’s contact points in the National Audit Authority, Kosovo Anti-Corruption Agency, the Public Procurement Regulatory Commission, CSOs, donors and any other relevant stakeholder in the procurement and anti-corruption space.
  • Develop strong working relationships and a regular dialogue on programme progress and challenges with relevant Palladium staff.

Management of Workstream 4

Lead in the implementation workstream 4, strengthening procurement systems in 3 targeted institutions, this will entail:

  • Auditing the current system for each organization. Identification of re-occuring irregularities. Performance review compare with other similar institutions in the region and globally. Identification of the key areas that need to be address.
  • Design the new procurement system - Agree actionable recommendations in collaboration with the targeted institution leadership. Define role and responsibilities, the workplan and the timeline. Set up a Results Framework with KPIs for the targeted institution. The procurement cycle systems will be re-designed to be transparent, fair, competitive. A system that promote efficiency, consistency, integrity and accountability
  • Implementation of the new system - The Procurement Expert will work closely with the targeted institution to implement the agreed workplan. Initially the Procurement Manager will be embedded in the institution to assure a strong start-up and then transitioning into a technical assistance role, supporting the institution when needed. The Programme Manager will also be responsible to monitor progress against the agreed KPIs.
  • Promote cross-learning among the targeted institution - We will promote a cross-learning culture among the 3 targeted institutions by setting up communication channels and facilitate information sharing.
  • Coordination with key stakeholders - Set up coordination and communication channels with other procurement stakeholders (e.g. PPRC, CSOs, donors) in a way to share findings, lessons learned and avoid duplications.
  • Report to the Team Leader in terms of implementation progress, deliverables, achievement, issue and solutions

Required Qualifications: 

  • Educated to university degree level or above, preferably holding a Master’s degree; lack of academic background can be compensated by experience
  • Extensive experience working in procurement reforms and delivery.
  • Experience working with key government departments and institutions involved in procurement.
  • Experience working with donor funded programmes
  • Strong experience in auditing procurement process across the full procurement cycle, identify gap and re-occuring irregularities, design improved solutions and implement them.
  • Strong expertise in establish strong relation and build buy in.
  • The ability to pursue, adapt, and lead change, and demonstrate flexibility in response to changing business environments.
