Private Sector and Community Engagement Advisor (PSCEA) 

USAID/Kosovo Economic Governance Activity (KEGA) 

OSC is at the core of successful initiatives in the economic, health, governance, and environment sectors  around the world. OSC delivers effective, sustainable research, evaluation and strategic/behavior  change communications solutions in the world’s most challenging environments. Applying the locally  appropriate mix of interpersonal, mass-market, and technology-driven solutions, OSC’s research and  communications teams cultivate and sustain the dialogue that supports meaningful change for a diverse  array of clients and beneficiaries in the public, private, and NGO spaces. 

OSC seeks well-qualified, dynamic, and collaborative applicant for the position of Private Sector and Community Engagement Advisor (PSCEA) for the USAID financed Kosovo Economic Governance Activity. KEGA is a 5-year project that started in April 2019 and will end in March 2024 to reduce public perception of and opportunities for economic corruption through improvement to economic  governance, thereby encouraging investment in Kosovo’s economy. This result will be achieved through  three main objectives: 1. Business Environment Improvement; 2. Strengthened Public Financial Management; and 3. Enhanced Strategic Communications. 

Position Description 

The engagement of the private sector and local communities in the development of public policies,  implementation of reforms and delivery of services by municipal administrations and the central  government is a crucial element for ensuring the successful implementation of such services, reforms  and delivery of services in manner that is response to the citizen’s needs. The Private Sector and  Community Engagement Advisor (PSCEA) will coordinate closely with and support the Activity’s  technical teams and the Activity’s counterparts at the central and local level to engage with private  sector organizations and local communities, including civil society organizations. Further, the PSCEA will,  in close cooperation with existing Activity staff, identify and support municipalities and the central  government to improve engagement of the private sector and local communities in the development of public policies, implementation of reforms and the delivery of services.  

Specific Tasks and Responsibilities  

  • Identify and support potential partners, private sector representative organizations, private  sector entities, and local community organizations at the municipal and central level to work  with their members, beneficiaries, target groups and the overall community to increase  awareness in the areas in which the Activity is involved.
  • Support private sector and community engagement with municipal and central level partners  during the development of public policies, implementation of reforms and the delivery of services supported by the Activity, such as in the area of legalization of unpermitted  constructions, construction permitting reform, tax compliance etc.
  • Identify and support the institutionalization of private sector and local community engagement  methodologies and frameworks within municipal administrations and the central government and collaborative mechanisms through direct mentoring, training, dialogue execution and  institutionalized self-monitoring.
  • Identify and support potential partners in specific technical or economic areas to facilitate  effective identification of relevant issues, engagement with private sector and local community  resources where possible to address, and involvement in transparent public-private dialogue  problem-solving where appropriate.
  • Identify and coordinate closely with other donors and projects engaged in private sector and  local community engagement to identify and promote common practices, shared resources,  common goals, and efficient cooperative support in the context of self-sustainability.
  • In cooperation with technical component teams, and external partners, support development of  annual work plans and the Monitoring, Evaluation and Learning Plan (MELP).
  • Meet or exceed all quantitative project goals and performance deadlines linked to this position  as articulated in the Activity MELP and annual work plans.
  • Track and continuously report on validated organizational and outcome-evidenced reforms  achieved by partners with project support and provide input for informational and  communication materials developed by the Activity.

Requirements 

  • Experience– Minimum 2 years’ experience and demonstrated record of improving public and/or  private sector organizational performance and facilitating cooperative partnerships with peer  organizations, members and across public-private relationships.
  • Education– University degree in business, organizational dynamics, psychology, public policy or  related field.
  • Language Skills– Fluent English-language speaking, reading and writing ability. Fluent Albanian  and/or Serbian-language speaking, reading, and writing ability.
  • Computer Skills– Word processing (Microsoft Word), spreadsheet (Microsoft Excel), e-mail  (Microsoft Outlook).
  • Interpersonal Skills– Proven ability to work professionally, constructively and collaboratively as  part of team, meet deadlines, communicate effectively, and deal with diverse partners  (including high-level government officials, entrepreneurs and international donors) in a  challenging environment.
  • Self-Motivation and Guidance– Ability to manage daily activities and achieve expected results  with or without direct oversight and effectively function in a complex, challenging environment.
