Introduction

The position is located in Pristina forming part of the ILO Decent Work Team/Country Office for Central and Eastern Europe (DWT/CO-Budapest). The DWT/CO-Budapest provides technical support and guidance related to the ILO agenda in 18 economies of Central and South Eastern Europe (for more information see www.ilo.org/budapest).

This ILO project is implemented in the framework of UNOPS project “Promoting Decent Work through Strengthening OSH Management and Social Dialogue in Kosovo,” funded by Swedish International Development Agency.

The main purpose of the project is to promote a safe and secure working environment and improve the application of labour rights for all workers in “Kosovo”.

Within the framework of this project, the ILO will provide expertise to promote occupational safety and health (OSH) and a well-functioning labour inspectorate through:

  • Aligning local OSH legislation with relevant ILO Conventions and EU Directives;
  • Aligning local legislation on labour inspection with relevant ILO standards and EU practices;
  • Setting up and supporting the implementation of a local OSH policy, systems and programmes, and
  • Improved ability of authorities in charge of labour to enhance working conditions, in particular OSH.

The expected project duration will be 36 months from October 2020 to September 2023.

The main purpose of the position is to provide support to the ILO project in “Kosovo” which aims to promote OSH and a well-functioning labour inspectorate.

A Pristina-based National Project Officer will implement the project in coordination with ILO’s local counterparts as well as UNOPS Kosovo to ensure its effective and timely delivery of the project outputs.

Reporting lines

The Project Coordinator will work under the direct supervision of the Senior Social Protection Specialist with the DWT/CO-Budapest Director as responsible chief. The Project Coordinator will also work in close coordination with the Labour Inspection Specialist from the Labour Administration, Labour Inspection and Occupational Safety and Health (LABAMIN/OSH) Branch based in ILO/HQ.

Description of Duties

  • Coordinate the implementation, monitoring and progress of the technical activities under the supervision of the Senior Social Protection Specialist and the Labour Inspection Specialist.
  • Initiate, sustain and guide cooperation with key partners in “Kosovo”, in close collaboration with relevant ILO technical specialists to ensure the performance and results of the project, and ensuring that gender is mainstreamed in planning and project implementation to achieve the desired results.
  • Ensure a regular flow of information on the status of the activities planned and implemented with UNOPS
  • Review, verify and analyze work plans, progress and final reports and other data for clarity, consistency and completeness and monitor the progress of Project activities. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities.
  • Follow-up with relevant technical officers with local counterparts, other partners and executing agencies, to expedite implementation and meet targets.
  • Assist in the programming and control of resources of the project, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations for remedial action. Identify problems, propose solutions and actions.
  • Provide programming and administrative support to cooperation activities in the area of occupational safety and health and labour inspection.
  • Participate in the preparation and conduct of conferences, seminars, workshops, training sessions, and consultative meetings. Speak on behalf of the Project when attending these gatherings alone. Undertake missions to project sites independently or accompanying others.
  • Brief ILO specialists, project experts, associate experts and visiting officials and provide relevant information on project matters. Draft, edit, or translate into local language official correspondence, statements and speeches and other public information materials.
  • Lead in the preparation of briefs, background information, technical reports and periodic progress reports and statistical data on status of the overall activities of the Project.
  • Perform other duties as may be assigned by the Director of DWT/CO-Budapest.

Throughout the work, the incumbent must follow the ILO Standard Operational Procedures and Rules Concerning Covid-19 as well as the national rules on Covid-19.
Required qualifications

Education

First level university degree in social science, public health, medicine, engineering, economics, law or related field with OSH or labour administration/inspection.

Experience

At least one year of professional experience at the local level in the area of labour, economic and social development.

Technical requirements: Proven experience in the area of labour inspection and occupational safety and health and in technical assistance projects by international agencies would be an advantage.

Languages

Excellent knowledge of English as working language and the language of the duty station.

Competencies

  • Ability to advocate and provide policy advice. Political awareness and understanding of policy debates and developments in the area of labour inspection and OSH. Good knowledge of national counterparts, development partners as well as international organizations.
  • Proven ability in working with minimal supervision as well as remote capacity project management (project planning and management of financial and monitoring procedures).
  • Knowledge of programme and budget, project administration and evaluation concepts and procedures and of the mandate and structure of labour market institutions
  • Knowledge of the office’s financial rules and regulations
  • Good knowledge of the context and challenges for the project areas of expertise
  • Strong analytical skills and ability to justify requirements and approaches to problem resolution and good drafting skills
  • Good ability to interpret project information and to identify and analyze problems with implementation
  • Ability to communicate effectively both orally and in writing. Ability to clarify information
  • Demonstrate collaborative and team work experience and ability to work effectively with a multicultural and interdisciplinary team as well as work on his/her own initiative
  • Ability to work independently, quickly, precisely, and take initiative and responsibility
  • Ability to work under pressure and to meet the deadline
  • Proficient in Microsoft Word, Power Point, Excel, web-browsers and database applications
  • Ability to deal with people with tact and diplomacy.
