The United Nations Human Settlements Programme (UN-Habitat) is the lead United Nations agency for cities and human settlements. The agency is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all and sustainable development. UN-Habitat, being the focal point for all urbanization and human settlement matters within the UN system, has a role in delivering the 2030 Sustainable Development Agenda, adopted by Member States in 2015, specifically goal 11: make cities and human settlements inclusive, safe, resilient and sustainable. UN-Habitat promotes good local governance, urban environmental action, access to affordable housing, sustainable human settlements development and inclusive spatial planning in Kosovo1 since 1999.

UN-Habitat is now implementing the Inclusive Development Programme (2016-22), which aims to provide a strategic, comprehensive package of support to build municipal planning and management capacities, strengthen the social contract and social cohesion, and enhance coordination within a framework of inter-municipal cooperation and multi-level governance, with a view to foster inclusive development and good governance in northern Kosovo. The Programme is financed by the Swedish International Development Agency and jointly implemented with PAX, Community Building Mitrovica (CBM) and New Social Initiative (NSI). It covers 7 municipalities in the northern Kosovo region: Leposavic/Leposaviq, Mitrovica South, Mitrovica North, Skenderaj/Srbica, Vushtrri/Vucitrn, Zubin Potok, and Zvecan/Zvecan.

The Programme’s Objective 2: Increase local government transparency, responsiveness and accountability through civil society mobilization and citizen participation (mainly implemented by PAX and CBM) aims to strengthen civil society’s capacity to advocate for local government transparency, responsiveness and accountability, and contribute to local government decision-making processes; to foster social cohesion and collective efficacy by designing and institutionalizing processes and structures for dialogue and cooperation at local level; and gender mainstreaming in local/regional policymaking with a focus on strengthening commitments on gender equality and empowerment stemming from the international and local legal framework related to gender, good practices, and basic principles of inclusiveness.

Following these principles and upgrading on previous achievements in this sphere, under this Programme Gander Action Framework for Mitrovica region (GAF) has been drafted. The document aims to strengthen the legitimacy of gender equality values by addressing known gender disparities and gaps in targeted municipalities critical identified areas.

The GAF have defined objectives and specific actions within the prioritized areas with alignment towards the localization of the objectives of the Kosovo Programme for Gender Equality (KPGE), that intrinsically reflect sustainable development for gender in society. The goal is to work toward and to ensure that women and men enjoy the same opportunities, rights, and obligations in all spheres of life.

In order to support the delivery of Programme objective 2, UN-Habitat is seeking a Municipal Gender Expert who at this stage be capable of finalizing the document, who will fulfill the duties and responsibilities outlined below, and under the direct supervision of the UN-Habitat Head of Office and UN-Habitat Gender Focal Point / Citizen Access Advisor.


The general purpose of the Municipal Gender Expert is to provide to provide expertise in final revision of the Gender Action Framework, outlining the concrete and enhanced priorities actions, measures, and tools to be taken in order to facilitate an effective evaluation and implementation. To strengthen the GAF with relevant central and local gender legislation in Kosovo, with proposed action for its implementation on local level and definition of the role of local actors and proposed methods to strengthen their role in the implementation of gender mainstreaming policies.


The scope of work of the Gender Expert requires experience and in-depth understanding of gender equality and women’s empowerment issues in Kosovo; knowledge of relevant central and local gender legislation in Kosovo in order to propose concrete analysis and actions to increase women’s representation in decision-making and other processes; to create measures and promote women empowerment and representation at the local level including developing the capacity of strategic institutions to address gender inequality;


Under the general guidance and direct supervision of the UN-Habitat Head of Office and Gender Focal Point, the Municipal Gender Expert will be responsible for performing the following main tasks:

Provides policy advice focusing on achievement of the following results

  1. Revising the structure of the Gender Action Framework with specific focus on its’ Action plan; further outlining Specific, Measurable, Attainable, Relevant and Time-bound (SMART) measures to be taken by municipal as well as local civil society, community and private sector actors;
  2. Contribute to the collection, processing, and dissemination of effective gender mainstreaming practices to support the implementation of GAF;
  3. Enhancing monitoring tools and methods within selected priority areas in order to facilitate an effective evaluation of the document implementation;
  4. Strengthening the role of the local institutional level specifically through definition of gender mainstreaming tools and methods;
  5. Introduce gender-sensitive budgeting as one of the components under GAF;
  6. Identify and advise on entry points for new initiatives for UN-Habitat support to strengthen central and local capacities for gender equality;
  7. Aligning GAF with relevant central and local gender legislation in Kosovo with proposed action for its implementation on local level;

The Consultant will be responsible for:

  • Conducting and delivering activities and outputs as outlined above
  • Demonstrating professional and ethical standards in conducting the tasks
  • Performing the tasks in line with the allocated time-frame
  • Informing UN-Habitat management about progress of the assignment
  • Delivering high quality products

A monthly progress report should be submitted regularly to the UN-Habitat Kosovo Head of Office. A final report should be submitted at the end of the working period, detailing the activities, outputs and key observations. Both reports should be in English.


The fees will be paid in instalments upon completion and acceptance of the outputs as specified in section Deliverables and Schedule above. A time sheet must be submitted by the individual contractor, duly approved by the UN-Habitat Kosovo Head of Office which shall serve as the basis for the payment of fees.


The work shall be performed from Prishtina/Pristina with travel to the selected municipalities. Transport to and from work will be the Gender Expert’s responsibility. Travel to the selected municipality will be covered by the programme.

Education and experience

  • Advanced University degree (Masters Level) in social science, especially gender studies or relevant discipline is highly desirable
  • A minimum of four years relevant work experience managing a gender portfolio;
  • Knowledge and understanding of the institutional, legal, and policy frameworks at the central and local levels that impact the status of women in Kosovo;
  • Good knowledge and experience working with cross-cutting issues of the 2030 Agenda for Sustainable Development: Human Rights, Gender Equality and Inclusive Governance;
  • Good knowledge working on gender mainstreaming implementation, monitoring and reporting is considered a strong asset;
  • Ability to read, interpret and verify data from multiple formats;
  • Ability to network effectively, with the ability to develop a wide range of relevant contacts; and
  • Comfortable working within a multi-disciplinary, multi-cultural team


  • English is the working language of UN-Habitat Kosovo Office; very good command of English is required – reading, writing, and speaking. Proficiency in local languages of Kosovo desired.


  • Good analytical, solution defining, creative and interpersonal skills;
  • Knowledge and understanding of innovative and participatory data approaches;
  • Capable of working in a team and undertaking initiative to ensure smooth relations and open communication within the team and with partners, incl. local level, and other entities, etc.;
  • Capacity to work in a multicultural work environment and engage with a diverse set of partners including Government, development and communities;
  • Experience working with UN system is an advantage; and
  • Valid driving license and the ability to obtain a UN driver’s license.


The candidate should be:

  • Willing to take responsibility, act professionally at all times, and make sure tasks are fully completed;
  • Be willing to work across the entire partner stakeholders geographical area, including temporary placements at other field offices;
  • Sensitive to gender issues and issues of concern to vulnerable groups;
