Qeveria e Kosovës ka nënshkruar një Marrëveshje Financiare për financim nga Banka Botërore të kostos së Projektit për Nxitjen dhe Shfrytëzimin e Mundësive për Sigurinë e Ujërave (FLOWS) (“Projekti”) dhe synon të aplikojë një pjesë të të ardhurave për detyrat e shërbimeve për konsulencë individuale për subjektin.

Kjo shpallje bëhet për të gjashtë pozitat e stafit të NJZP-së, të cilët do të punojnë në kuadër të Projektit.

Ministria e Mjedisit, Planifikimit Hapësinor dhe Insfastrukturës fton konsulentë individualë të përshtatshëm (“Konsulentë”) të shfaqin interesin e tyre dhe të paraqesin CV-të e tyre dhe dokumentacionin përkatës për ofrimin e shërbimeve të mësipërme. Konsulentët e interesuar duhet të japin informacion që demonstron se ata i kanë kualifikimet e kërkuara dhe përvojën përkatëse të përcaktuar në TeR për pozitën përkatëse. Kandidatët duhet të tregojnë në aplikimin e tyre pozitën/detyrën për të cilën po aplikojnë.

Një Konsulent do të përzgjidhet në përputhje me dispozitat për përzgjedhjen e Konsulentit Individual të përcaktuara në Rregulloren e Prokurimit të Bankës Botërore.

Purpose of position:

The Government of Kosovo will negotiate and sign the agreement for the FLOWS project that supports MESPI in maintaining and improving the water security situation in the country to ensure improved and sustainable livelihoods, food security, water supply and electricity generation; essential elements that support sustainable economic growth and poverty alleviation efforts. The Project Manager will be responsible for ensuring that all aspects of the project are implemented in accordance with the legal agreements signed between the Bank and the Government of Kosovo.

PMT manager responsibilities:

The Project Manager shall have knowledge of government procedures and operations and will bear the responsibility for project management, finance, procurement, coordination and monitoring. Through responsibilities delegated to coordinators, technical and support staff, the Program Manager will perform the following tasks:

  • Day-to-day management of project implementation by leading implementation teams and exercising technical oversight of project-specific contracts.
  • Prepare annual work plans, budget estimates and cash forecasts for the timely implementation of the Project and submit it to the Inter-Ministerial Water Council and the Project Technical Committee for approval.
  • Liaison with the IMWC Secretariat in the preparation of documentation for IMWC meetings; serve as secretary for Project Technical Team meetings.
  • Oversee the issue of tenders and managing the procurement of all goods and services in accordance with the World Bank procurement guidelines;
  • Ensure effective and timely supervision of works and goods contracts; identification of technical issues and their effective resolution.
  • Supervise the implementation and documentation of project safeguards instruments.
  • Effective management and oversight of local and foreign consultants, including preparing progress monitoring performance under consultants’ contracts, and providing feedback as needed; overall coordination of consultants’ work in accordance with the overall project implementation plan.
  • Monitor the project budget on a regular basis to meet daily needs, present the request for payments for project costs, monitor funds available in the designated accounts, ensuring that withdrawal requests are submitted in a timely manner, according to cash forecast.
  • Monitor activities and report on project progress by reporting on project indicators (described in the Results Framework).
  • Prepare quarterly and annual project progress reports as required by the Bank and donors, and prepare regular Government reports as required.
  • Under the direction of the GS, represents the Implementing Agencies in all relations with the World Bank and with consultants and contractors.
  • In his/her activity, contributes to the promotion of the Project and the public awareness, as well as assists the MESPI in the development of operational documents, evaluation criteria, improvement of the Project procedures and the successful achievement of the Project objectives.
  • Support the World Bank and other relevant donor missions in implementation and local staff and consultants to assess project progress; contribute to finalizing reminders and discussing with senior GoK officials about mission recommendations and findings.
  • Periodically report to Senior Officials of the Ministry on problems arising in the implementation of projects and recommends changes for improvement as needed

The Project Manager is subordinate to the Minister of ESPI and, on day-to-day matters, consult with the General Secretary and also executes other tasks within the Project, as required.

Required skills:

  • Bachelor Degree (preferably Master) in Management, Economics, Business Development, Law or in relevant fields in a specialization related to the terms of reference especially in Engineering, Industry, Environmental Studies, Water Management;
  • At least 10 years of professional managerial experience in a similar field of activity; the candidate must have proven skills in the project management sector in the field of water management, agriculture and rural development, project monitoring and evaluation in institution building and capacity building;
  • Experience in managing large projects;
  • Experience in management human capacities;
  • Experience of cooperation with public institutions as well as knowledge of processes within public institutions is desirable (constitutes an advantage);
  • Experience should include tasks in team management in the areas of operations, financial and administrative, public relations and communication.
  • At least 2 years of experience working with international organizations and other donors (international experience is an advantage);
  • Experience the extensive skills in project design, monitoring and evaluation;
  • Good communication and social skills; the candidate must show initiative, synthesis, organization and personal dynamism, as well as the capacity to work with teams and prepare adequate planning and activity reports;
  • Computer skills (Word, Excel, Power Point)
  • Fluency in Albanian and English (professional level in writing and speaking). Proficiency in Serbian is an advantage.
  • Have clear police records, dispose of all civil rights and have no prior involvement in embezzlement.

Working conditions:

The Project Manager will be located at MESPI’s premises in Prishtina, but must be willing to travel to different project areas throughout the country, hold numerous meetings and work under pressure.

Outputs

The main output will be the satisfactory progress and professional performance in the project implementation. He/she is expected to work full time and hold no other paid position, as the job is very compelling and requires dedication and long working hours.

The Project Manager will hold a full-time position within the Project and will be provided with opportunities to develop professionally by participating in relevant WB training and courses during the term of the contract. Remuneration will be paid on a monthly basis.

Performance period

The Project Manager will be hired on probation until the Project becomes effective and will then be confirmed based on satisfactory performance. Once confirmed, the contract will initially be concluded for four years, depending on satisfactory performance, but not longer than the project duration.

Reporting

The Project Manager will work full time within the MESPI premises and will report to the Ministry and on a daily basis to the General Secretary of the Ministry of Environment, Spatial Planning and Infrastructure.
