Background:

The OSCE Mission in Kosovo has been actively engaged in supporting the Youth Caucus of the Assembly of Kosovo (AoK) since its establishment. One of the activities that OMiK is implementing, as part of the project “Cultivating a Human-Centred Approach to Developing Networks of Governance Effectiveness (CHANGE III)”, is to enhance the capacities of members of the Youth Caucus in the AoK.

Kosovo has the youngest population in Europe, with 55.9 per cent of its population under 25 years old (Kosovo Agency of Statistics). Youth is considered one of Kosovo’s greatest resources, and the future of Kosovo lies with their understanding and participation in political and socioeconomic processes. However, challenges such as low participation in political life, limited access to quality education, and high youth unemployment rates make it difficult to fully harness the potential of the youth population in Kosovo.

Following the 2021 General Assembly elections, a considerable number of youth MPs – i.e. those aged 35 or younger – have been granted trust from the Kosovo electorate to represent them in the AoK. This body allows youth MPs to unite around goals that transcend their political differences and steer the AoK toward decisions that better respond to the needs and interests of youth in Kosovo.

To further facilitate this progress, the OSCE Mission in Kosovo is committed to supporting the efforts of the Youth Caucus in promoting and enhancing youth concerns, interests, and priorities through good governance polices in Kosovo.

The Governance Section will extend its continuous support the AoK’s Youth Caucus in strengthening their overall functioning and enhancing the capacities of the caucus members through facilitating active participation in the legislative process, policy development, oversight activities, and outreach.

Objective of Assignment: 

The Governance Section will extend its continuous support the AoK’s Youth Caucus in strengthening their overall functioning and enhancing the capacities of the caucus members through facilitating active participation in the legislative process, policy development, oversight activities, and outreach.

The Governance Section seeks to engage one local consultant to strengthen the overall function of the Youth Caucus in the Assembly of Kosovo. The consultant will support the group to enhance the capacities of caucus members through facilitation of active participation in the legislative process, policy development, oversight activities, and outreach.

Duration of Assignment:

The consultant will be engaged between 01 September to 24 December 2021

Tasks and Responsibilities:

Under the direct supervision and guidance of the GS Activity Manager, the local consultant will:

  • Provide advice to and assist caucus members in drafting their annual work plan, and in the timely implementation of project activities in a qualitative manner;
  • Provide advisory support to caucus members to review legislation from a youth perspective;
  • Propose amendments to legislation, rules of procedure, and policies of the Assembly that are relevant for youth empowerment;
  • Monitor the work of key Assembly committees – as selected by Youth Caucus leadership and agreed with the Activity Manager – to keep YC members apprised of youth-relevant legislative initiatives and developments, and to promote integration of youth concerns into committee work;
  • Provide advisory support to caucus members in initiating oversight activities;
  • Support caucus members in initiating and implementing outreach activities;
  • Assist in co-ordinating the communication flow between members of caucuses of the Assembly of Kosovo (i.e. communication across the Youth Caucus, Women’s Caucus, Green Caucus, and other informal groups that may be constituted), parliamentary group members and leaders, members of the Youth Caucus and their constituents, and with members of the executive;
  • Support the Youth Caucus in its day-to-day functioning.

Deliverables:

After receiving information from the Governance Section activity manager on the tasks outlined above and in coordination with the Youth Caucus, the consultant will deliver the following:

  • Monthly reports covering the major tasks performed in the respective month, by the end of each month;
  • Final report to the activity manager, submitted within the latest ten (10) days after the completion of the assigned tasks;
  • Additional deliverables as requested by Youth Caucus leadership that is within the scope of the enumerated tasks above.

Note: The exact number of days is subject to change in accordance with the workflow of the AoK. All changes will have to be coordinated with and authorized by the Activity Manager.

Performance Indicators:

  • A final document incorporating proposed amendments to the work plan of the Youth Caucus is received by the Mission in a timely manner, in the appropriate format, of sufficient quality, and as requested by the AoK’s Youth Caucus and the Activity Manager;
  • The consultancy is implemented as planned;
  • The consultant submits monthly reports outlining duties performed in each respective month;
  • The consultant submits a final report to the Activity Manager within the last ten (10) days after the completion of the assigned tasks;
  • The consultant submits all deliverables and other products that are foreseen within this ToR in a timely manner;
  • Beneficiaries provide positive feedback on the consultant’s performance (evaluation questionnaire).

Necessary Qualifications:

  • University degree in Social Sciences, Political Science, or a related discipline;
  • Demonstrated knowledge of parliamentary procedures and structure, and of youth issues;
  • Strong administrative and/or policy background with emphasis on mainstreaming youth in decision making;
  • Ability to maintain effective and efficient communication with the beneficiaries;
  • Ability to adapt to the needs of the Youth Caucus representatives;
  • Flexibility to adjust to new instructions from the Activity Manager, if any;
  • Excellent written and oral communication skills in Albanian and English, knowledge of Serbian languages is an asset;
  • Good knowledge of the political environment in Kosovo and in the region;
  • Experience in working with the Assembly, civil society, and the government are all assets.

Remuneration Package:

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
