Background

Kosovo considers climate change as a priority area and is dedicated to make its contribution to the solution of this global challenge. Even though Kosovo is not a Party to UNFCCC yet, has responsibility to respond to the requirements of the Convention and Protocol, as one of the signatories of the Energy Community Treaty. Energy Community Treaty also sets clear targets of reducing energy use while demands increase the share of renewable energies. Based on current data, Kosovo’s contribution to greenhouse gas emissions globally is almost negligible, its commitment to join the global efforts to reduce the level a greenhouse gas emission has been forthcoming.

In the context of legislation on climate change, aspects related to these changes are included in the relevant environmental legislation, including Law on Environment, Law on Protection of Air Pollution and Law on Water.

It also approved the Climate Change Strategy 2018-2028, which is consistent with the expected policy framework of the EU climate and energy. Within the activities in the climate change sector, Kosovo has prepared the register (inventory) of greenhouse gases for 2008-2013.
The objective of the UNDP’s project “Support for Sustainable Prizren – Initiating Urban NAMAs (Nationally Appropriate Mitigation Actions)” is to prepare the city of Prizren for reducing the overall Green House Gases (GHG) emissions through cross-sectoral interventions at the municipal level, such as collaboration between industry, government, private sector, civil society including women CSOs and academia that account for different experiences based on gender sensitive approach. This project will contribute to creating healthy urban living conditions and achieving sustainable growth, while setting an example as a city-wide intervention for Kosovo.
The Prizren Green Growth Centre (PGGC) serve as NAMA planning and oversight office. It will also have the authority to collect data on city-wide GHGs emissions and report them, to operate the city-wide GHG inventory, to develop indicators which reflect sustainability perspectives, rather than simply measuring the progress. The work will be done in close liaison with other governmental agencies and offices, including Kosovo Agency of Statistics, and Kosovo Environmental Protection Agency. With project support the Municipality of Prizren’s developed the Inventory for Greenhouse Gases (GHGs) emissions for the base year 2014.
The main intended beneficiaries of the project are Prizren Municipality and central institutions. More specifically, central stakeholders include KEPA, line ministries and their relevant departments and agencies, gender equality officials, governing and technical bodies responsible for implementation of the Kosovo Climate Change Strategy, while local stakeholders include municipality departments, civil society organizations (CSOs) and local communities.

Therefore, UNDP looks for a local consultant to work jointly with the international consultant to provide technical guidance to supporting to set up Monitoring, Reporting and Verification (MRV) System (gender sensitive) for Prizren City associated with capacity building through trainings.

Objectives of Assignment

The objective of this assignment is to support Prizren Green Growth Centre and its WG to set up the MRV system for Prizren City and develop their capacities.

Duties and Responsibilities

Scope of work

The Local Consultant shall be responsible for setting up the MRV system for Urban NAMAs and design and deliver trainings on MRV in close cooperation with International Expert.
Due to Covid19 pandemic the Local Consultant must have knowledge and equipment to coordinate with International remotely and to organize online trainings/webinars for all activities required.

Output 1. Designing and Implementing a System for Monitoring, Reporting and Verification of GHG Emissions

The consultant will cooperate and support the International Expert:
To review the existing specifics of the Prizren city to design the Urban NAMAs.
To identify and specify technology needs for set in up the system.
To set up MRV system for Urban NAMAs for Prizren city.
To produce the MRV handbook.

Output 2. Design and deliver the MRV training
The local consultant will support the design of the MRV training for Prizren city taking in consideration the context of Kosovo.

As the result of training is expected that the PGGC/WG will:

Enhance their knowledge of the concept and significance of MRV
Understand the drivers behind MRV and the importance of data;
Understand key concepts and processes of MRV;
Be able to follow a step-by-step process for developing and enhancing or implementing MRV-system for NAMAs by using MRV tool;
Have a clear set of ‘Actions’ to contribute effectively to MRV related activities; Know how to constructively address ‘barriers’ to effectively following the MRV process for NAMAs.

The local consultant will support International Consultant to undertake pilot-testing opportunities of the proposed analytical approaches for a sector and will evaluate the lessons learnt with particular focus on:

Data availability
Overall reliability of the assessment (which important factor for verification of the results)
Time and resources needed for conducting the calculations
Recommendations for future improvements

The consultant will support the preparation of report describing lesson from pilot-testing. The sector will be chosen by PGGC/WG for pilot-testing (calculating CO2 emission reduction by applying specific measures)

Output 3. Final report

The local consultant will take all comments obtained during above steps into due account and will prepare he final report ‘Development of MRV system and capacity building”.
The report will present:
Summary of trainings delivered
Key findings made under items above, adjusted based on the comments obtained.
Recommendation.
Annexes synthesizing the entire process, consultations and feedback obtained.
The consultant will coordinate and support the submission to the PGGC and UNDP of all supporting documentation – including source data and processed data, MRV handbook, training materials, notes from the consultations, Powerpoint presentations for the workshop, as well as any written and electronic documents produced.

Expected Outputs and Deliverables

Output 1. Designing and Implementing a System for Monitoring, Reporting and Verification of GHG Emissions (8 working days)
Output 2. Design and deliver the MRV training (4 working days)
Output 3. Final report with related documents (3 working days)

Institutional Arrangement

The Local Consultant will regularly report to the Project Manager and Portfolio Manager, Environment, Climate and Disaster Resilience, United Nations Development Programme. The Expert is expected to liaise and collaborate in the course of performing the work with the project team, Local Consultants, Kosovo Environmental Protection Agency, Kosovo Statistical Agency, and Prizren Municipality.

Duration of the Work 

The duration of the assignment is expected to last for 15 working days throughout the 1 months (June 2020). If the Local Consultant expects delay in the completion of the work, he/she should notify UNDP management in a duly manner. At all levels, the Local Consultant should communicate to the UNDP whether he/she needs further assistance from the UNDP team.
Throughout the duration of this assignment, the UNDP team will provide feedback no later than 7 working days from the date of submission.

Duty Station

The contractor is required to be present at office in Prizren for part of the assignment, while the part of the assignment is home-based such as data analyses and production of Reports.  In addition, in country travels are required to Prizren/Kosovo.

Remuneration - Lump Sum Amount

All proposals must be expressed in a lump sum amount. This amount must be “all-inclusive” . Please note that the contract price will be fixed regardless of changes in the cost components.

As per section G, all travels related to project implementation with prior approval will be covered by UNDP as per applicable rules and regulations.

The contractor will be paid an all-inclusive fixed lump sum amount over the assignment period. The fixed lump sum amount will be paid in three installments in line with the schedule of payment table hereunder:

(i) Completed Output 1                     40%
(ii) Completed Output 2&3                  60%

Recommended Presentation of Offer

The following documents are required:

Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
CV and P11 signed by the expert containing at least three (3) professional references in the field relevant to this assignment with the contact details (names, email addresses and telephone numbers) in support;
Technical offer: a max. 2-page document briefly outlining the methodology envisaged for the assignment for delivering the expected results within the indicated timeframe
Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided in the link up.
Copy of Diplomas and copy of Passport

NB: The costs of the organization of the workshops and meetings are the responsibility of the project.

Criteria for Selection of the Best Offer

This section criteria for selection of the best offer will be subject to a most cost-effective bid selection process based on a scorecard and taking into consideration the weights of the technical and financial scores, which are of, respectively, 70% and 30%.

Required Skills and Experience

Qualification  

Post Graduate degree in Environmental Science/Management, Engineering, related or any other relevant qualification in related fields.

Work Experience 

At least 2 years’ experience and expertise in conducting consultancy services, environmental, climate change issues. Experience on Measurement, Reporting and Verification (MRV) for GHG emissions and related activities is an asset.
Demonstrated experience working as consultant for program/ projects related to climate change; MRV; GHG emissions, environment.
Demonstrated experience in delivering trainings.
Demonstrated experience in cooperation and coordination with local institutions.

Language 

Excellent writing, editing skills in English is a must.
