The Department for Security and Public Safety (DSPS) of the OSCE Mission in Kosovo (OMiK) continues to proactively participate and support the development of the security and public safety sector in Kosovo. In this regard, to ensure the sustainability of progress made by Kosovo Police (KP), the Community Safety Development Section (CSDS) of DSPS will continue to provide support to the KP to achieve their envisioned objectives set out in their KP Strategic Development Plan 2021-2025, KP Integrated Intelligence Led Policing and Community Policing Strategy and Action Plan 2021-2025. Therefore, based on the needs assessment request received from the KP, CSDS developed tailored activities for the implementation of this project. Based on the above, in 2021, CSDS will continue to support the KP in their efforts to further strengthen their operational delivery of the Community policing programme, with respect to the sustainability of the Confidence and Satisfaction Programme which development has been supported by OMiK. The activity of conducting a security and safety survey in the schools of one municipality is based on the needs assessment identified by the KP and the process of identifying their needs and priorities. In order to achieve the programme objective of this project, “The Inter-institutional co-operation and community engagement is improved through trust building and an exchange of information between the public, police and other relevant entities”, CSDS jointly with KP will conduct a security and safety survey in the schools of one municipality. In line with both, the mandated OMiK priorities for 2021 and the requested needs of the beneficiaries, the CSDS will assist the KP in their efforts to build greater community orientated and intelligence led policing. The aim of the activity is to support the KP, schools within the municipality and the municipal authorities in reducing crime by conducting the crime survey, identifying crime trends and adopting appropriate crime prevention strategies to mitigate crime at schools. To achieve that, OMiK will hire a local consultant to bring in best practices in designing a questionnaire, collecting and analysing data from the crime survey and provide overall assistance to the CSDS. The consultant will provide updates as the programme progresses and at the end of the pilot programme, and will produce a report to include the findings.
The objective of this activity, which will be delivered by a local consultant hired by OMIK, is to provide an in depth report through analysing and interpreting statistical data on security and safety concerns of pupils, staff and other workers in the schools of a particular municipality. In supporting the implementation of the community policing programme the aim of this activity is to conduct a survey in the pre-university schools of one municipality, in order to identify security and safety concerns, which will serve the KP and school authorities in designing a concrete action plan to address them within the school system in a joint enterprise. This activity builds on the support provided to the KP on Confidence and Satisfaction in Policing Programme since 2016, with the aim to ensure sustainability in its delivery. In this context, as requested by the KP, in May the OMiK will organize a workshop with representatives of the KP, municipal and school authorities involved, to introduce the aim of the survey and co-ordinate further activities. In addition, to ensure independence, impartiality and a professional approach to this process, a local consultant will be hired in May to assist in developing the survey methodology, designing questionnaires, complete the survey, and produce the report with findings and recommendations to be addressed later by KP and school authorities. The selection of the municipality and schools for this activity will be done in close consultation with representatives of the Ministry of Education and Science (MES), municipal directorate of education and the KP, whereby due consideration will be given to schools attended by different communities. Lastly, in November, OMiK will organize a one-day workshop to present the survey results and discuss ways to address the findings and recommendations deriving from the pilot survey. Stationery, venue, meals, refreshments for participants and expenses for the consultant engagement will be covered by the Mission.
The duration of consultancy is 18 working days.
Tasks and Responsibilities
Under the supervision of the Chief of CSDS, the local expert shall:
- Submit an agenda for 18 working days in the form agreed with the Chief of CSDS;
- Conduct a pilot study “Organization of a pilot security and safety survey in the schools of one municipality”; including the design of the questionnaire, collection and analysis of data from students and teachers and other school staff;
- Provide overall assistance to the Community Safety Development Section;
- Provide updates as the programme progresses and at the end of the pilot programme, and will produce a report to include the findings which will then be presented to a workshop;
- Assist CSDS through research on given topic with regards to the interpretation of the data as to how it impacts community safety.
- May – 3 days preparing the methodology of the entire survey process and elaboration in the workshop to the participants from KP, Ministry of Education and Science, Municipal Directorate for Education, School authorities and Mission staff.
- June- July - 4 days drafting and preparing the questionnaires.
- September – 5 days Organizing and distributing the questionnaires to the respective schools, gathering, recording and analysis of the data.
- October- 5 days Interpretation of data collected during the research period and preparing the report with findings and recommendations.
- November – 1 day presentation of the final survey report to the beneficiaries.
- The researched questionnaire delivered to the Chief of CSDS on time, in the agreed form and of quality to the satisfaction of the Chief of CSDS
- The survey conducted as scheduled/planned in the requested format and to the satisfaction of the Chief of CSDS
- Positive feedback from the beneficiaries post-survey and analysis (evaluation questionnaire)
- The final consultancy report is submitted to the Chief of CSDS on time and of a quality to the satisfaction of the Chief of CSDS.
- University degree in Sociology, Criminology, Law, or other similar qualification relevant to the topic
- Minimum seven (7) years of relevant professional experience on the area of developing survey methodologies and delivering surveys
- Professional fluency in English
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and demonstrated gender sensitivity
- Flexibility, adaptability and the ability to work under pressure and with limited periods.
Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
