Junior Administrative Officer-Finance/Administration

The overall purpose of the post

The Junior Administrative Officer-Finance/Administration performs his/her duties under the instruction of the Admin and Finance Manager of the project. The content of work and the learning stages are geared towards enabling the staff member to assume advanced functions within GIZ. The junior position allows the employee to acquire the respective technical and methodological knowledge and personal and social skills.

Main task and responsibilities

The Junior Administrative Officer-Finance/Administration provides support in

  • dealing with all questions arising in administrative services for the programme
  • the financial management issues and in creating financial reports
  • in the overall contract management issue of the project
  • further developing instruments and assisting in introducing innovation and change
  • managing knowledge by disseminating and documenting know-how, experience and information.

Administration and Office Management

The Junior Administrative Officer-Finance/Administration

  • manages the contact data base and organizes meetings and business trips in close cooperation with the Admin Department in the GIZ Country Office
  • supports the Team Leader in general office management
  • is in charge of inventory and procurement of goods, and of filing documents in data management system (DMS).

Finance and accounting

The Junior Administrative Officer-Finance/Administration assists in:

  • preparing the project’s budget planning and calculation
  • all questions on the procurement of goods and services in accordance with GIZ rules and regulations
  • overall financial management issues, especially cash management, project accounting and receivables management
  • the cash flow and cost monitoring of the project
  • the process of the internal control of the project
  • conducting the commercial and legal check (KEP) for all contracts.

The Junior Administrative Officer-Finance/Administration is responsible for:

  • preparing the requested documents for financial contributions (financing agreements and local subsidies)
  • monthly settlements and quality insurance of the local subsidies, while mentoring the recipients in admin procedures
  • the monthly budget monitoring of the local subsidies
  • preparation of payment for local short-term contracts.

Other duties/additional tasks

The Junior Administrative Officer-Finance/Administration

  • performs other duties and tasks at the request of management.

Required qualifications, competences and experience


  • University degree in an area of Economics, Finance and Accounting.

Professional experience

  • At least 3-year professional experience in Finance.

Other knowledge, additional competences

  • good working knowledge of ITC technologies and computer applications (e.g. MS Office), mastering of MS EXCEL is a must
  • excellent written and oral knowledge of English; German will be considered as an advantage
  • work experience in an international working environment, is preferred
  • willingness to upskill as required by the tasks to be performed.
