The Millennium Foundation of Kosovo has received financing from the Millennium Challenge Corporation toward the cost of the “Threshold Program agreement”, and intends to apply part of the proceeds toward payments under the contract for: IPP and Energy Efficiency Project Accelerator and Pipeline Development Consultant: Demand-Side Training, Firm-Level Engagement, and Marketing Strategy.
MCC’s funding is appropriated by the U.S. Congress and obligated to the Threshold up-front, with no incremental or partial funding. So, when a contract is signed with an MCA Entity, money is already available to the MFK and, for most contracts, invoices are paid directly to Contractors/Consultants/Suppliers by the US Treasury.
MFK now invites proposals from eligible consultants for the IPP and Energy Efficiency Project Accelerator and Pipeline Development Consultant: Demand-Side Training, Firm-Level Engagement, and Marketing Strategy activity, implemented by the Millennium Foundation of Kosovo, the selected Technical Assistance (TA) Contractor will work with the KCGF and the PMC to act as a “project accelerator” that will develop the pipeline for the new guarantee window, as well as provide technical assistance to support IPPs to standardize documentation and reach financial close (i.e., through project finance in the form of KCGF-backed loans). Accelerator activities will include providing training to IPPs and other eligible entities to improve their ability to access external financing, marketing the new guarantee product, increasing awareness within the RE sector, and supporting related KCGF branding and communication needs. Collectively, this work will accelerate the pipeline of bankable IPPs, RE projects, efficiency projects and increase linkages with financial sector stakeholders, including the KCGF.
This SPN follows the General Procurement Notice that appeared in dgMarket on 09 June 2020, UNDB Online on 09 June 2020, the MCA Entity’s website millenniumkosovo.org on 09 June 2020, and local newspapers “Koha Ditore” on 10 June 2020. The name of this activity changed from “RE IPP Finance Facilitation Activity – KCGF RE Guarantee – TA and Capacity Building Services” to the “IPP and Energy Efficiency Project Accelerator and Pipeline Development Consultant: Demand-Side Training, Firm-Level Engagement, and Marketing Strategy”.
Bidding will be conducted through the QCBS procedures as specified in the MCC Program Procurement Guidelines (PPG), and is open to all eligible bidders or consultants as defined in the PPG.
A Pre-Proposal Conference will be held at 14:00 (Kosovo time) on 12 April 2021 ONLY through online Zoom Meeting. Attendance is strongly advised for all prospective Consultants or their representatives but is not mandatory.

Please note that only electronic applications submitted via the File Request Link (dropbox link) shall be accepted. Submissions by hard copy or by email are not acceptable and shall culminate in proposal rejection. The File link for submission of proposals is included in the RFP document.
Proposals shall be submitted ONLY to the file request link provided in RFP documents no later than 06 May 2021 at 14:00 (Kosovo Time). Only electronic submission will be permitted. Late applications will be rejected.
