 is recruiting

International Long Term Experts (full-time position)

The German Foundation for International Legal Cooperation (IRZ) is awarded for the implementation of the EU Grant “European Union/Kosovo Justice Sector Programme” and therefore recruiting Long-Term Experts for several positions.

The overall objective of the project is to reform the justice system in line with European and international standards.

The Specific Objectives of the project are:

  1. To strengthen the independence and impartiality, accountability, professionalism, quality, efficiency and transparency of the institutions in the justice sector in a coordinated effective process in accordance with the Functional Review of the Rule of Law sector and the Strategy that is being developed.
  2. To improve access to justice, particularly for women and disadvantaged or marginalised groups.

Project partners are the Center for International Legal Cooperation (CILC; Netherlands) and the Ministry of Justice of Croatia)

The project will start on 1st of October 2020 with a duration of 40 months.

Position 1: International Long-Term expert or Structure of MoJ

Based in Pristina, Kosovo full time (100%) position from October 2020 until the end of the project.

Description of Responsibilities:

The International Long-Term Expert ill act as advisor to Ministry of Justice and as Deputy Team Leader. The expert will be responsible for the improvement of the structure and organisation of the MoJ, and implement activities aiming the strengthening of ministerial departments. Furthermore, he/she will be the strategic advisor to the MoJ, permanently available to the top level of the MoJ as well as to all involved departments, ensuring ad hoc-advisory function, early identification of additional needs and close and trustful communication.

Qualifications and general professional experience:

  • University Degree in law, public administration, public management, or related
  • Professional background as legal specialist, coming either from the public sector (at least 10 years professional experience);
  • Minimum of 5years professional experience working at management level in a MoJ of an EU member state
  • Minimum of 5 years of relevant work experience in international context
  • Strong experience in the field of capacity building and judicial reform
  • Experience as an expert in similar projects in countries of the Western Balkan would be a distinct

Skills:

  • Ability to implement as well as communicate solutions to problems in different (legal) environments, and provide advice on day-to-day questions from project stakeholders;
  • Very good command of written and spoken English and computer literate;
  • Excellent interpersonal and communication skills, reporting and analytical capacity;
  • Leadership skills to manage and motivate a multidisciplinary team of specialists and to interact with project partners, the European Union Delegation, civil society and the media.
  • Ability to understand and respect all confidential classifications of any government documents, statements or other information he/she may be given during the exercise of his/her duty.

Position 2: International Long- Term Expert: Legislative Framework Expert

Based in Pristina, Kosovo full time (100%) position from October 2020 until the end of the project.

Description of Responsibilities:

The International Long-Term Expert will be responsible for further alignment of the legal framework with EU standards. The expert will have the full oversight of current legislative developments and initiatives.

Qualifications and general professional experience:

  • University Degree in law, public administration, public management, or equivalent degree for the project
  • Professional background as legal / public policy specialist, coming either from the public or private sector (at least 10 years professional experience);
  • Good knowledge of current legislative developments and initiatives in Kosovo
  • Minimum of 10 years of relevant work experience, preferably in the justice system
  • Strong experience in legislative drafting and EU approximation
  • Experience as an expert in similar projects in countries of the Western Balkan would be a distinct

Skills:

  • Ability to implement as well as communicate solutions to problems in different (legal) environments, and provide advice on day-to-day questions from project stakeholders;
  • Very good command of written and spoken English and computer literate;
  • Excellent interpersonal and communication skills, reporting and analytical capacity;

Position 3: International Long-Term Expert: Access to Justice Expert

Based in Pristina, Kosovo full time (100%) position from October 2020 until the end of the project.

Description of Responsibilities:

The Long-Term Expert will manage and coordinate project activities in the area of access to justice. The tasks of the expert will be strategy drafting, monitoring the implementation of existing strategies, awareness raising, participate and leading consultations.

Qualifications and general professional experience:

  • University degree in law, political science, international affairs, sociology, gender studies, or similar field
  • Professional background as legal / economic / public policy specialist, coming either from the public or private sector (at least 10 years professional experience);
  • Minimum of 5 years of relevant experience in rule of law development with a focus on gender issues and access to justice
  • In-depth experience in applying non-discriminatory approaches in the judicial
  • Experience as an expert in similar projects in countries of the Western Balkan would be a distinct

Skills:

  • Ability to implement as well as communicate solutions to problems in different (legal) environments, and provide advice on day-to-day questions from project stakeholders;
  • Experience in cooperating with diverse counterparts, mainly non-judicial stakeholders and the civil society will be crucial for this
  • Very good command of written and spoken English and computer literate;
  • Excellent interpersonal and communication skills, reporting and analytical capacity;
  • Ability to understand and respect all confidential classifications of any government documents, statements or other information he/she may be given during the exercise of his/her duty.
