Background  

In 2020, the OSCE Mission in Kosovo (Mission) Department for Security and Public Safety (DSPS) Police Development and Monitoring Section (PDMS), implements project on “Further improvement of operational capacities of forensics, special operations, internal oversight, and human rights compliance within security sector agencies”. The project foresees implementation of several activities, which contribute to the achievement of project results, including improvement of capacities of relevant institutions to address hate crimes.

In accordance with the request of the Kosovo Police (KP) and in order to cover the needs of the law enforcement personnel in enhancing the skills in communicating with external partners on hate crime incidents, PDMS in September 2020 (the dates TBD) will organize the two-day specialized practical training on proper ways of sharing information on hate crimes and hate incidents. The training will be delivered by an international expert for 20 KP officers in charge of communication with other institutions, including the KP Regional Directors and Station Commanders.

Objective

The PDMS continues to organize activities in order to raise the awareness about hate crimes and increase reporting and recording of potential bias-motivated incidents. The overall objective of this activity is to increase skills of relevant KP staff in communication with external audience on hate crimes and incidents.

Tasks and Responsibilities

Under the supervision of the Chief of PDMS, the international expert shall:

  • Draft the training methodology and materials in consultation with PDMS and deliver final training agenda, video presentations, PowerPoint presentations, practical exercises and case studies, a pre course evaluation test and a training evaluation questionnaire satisfactorily incorporating the PDMS comments and submit to the Chief of PDMS and in electronic form/as agreed with the PDMS Chief;
  • Conduct 2 (two) days training on communication with external institutions on hate crimes, focusing on ways of reporting on hate crimes and hate incidents, including hate speech. Furthermore, increase skills of media spoke persons from KP to prepare media press releases on bias motivated cases;
  • Produce the final consultancy report and recommendations for further action.
  • Two weeks prior to the training prepare agenda satisfactorily incorporating the PDMS comments and submit to the Chief of PDMS and in electronic form/as agreed with the PDMS Chief;
  • One week prior to the training submit to Chief of PDMS all relevant training materials: video presentations, PowerPoint presentations, practical exercises and case studies, a pre course evaluation test and a training evaluation questionnaire;
  • In September 2020 deliver the two-day training on proper ways of sharing information on potential bias-motivated incidents and crimes for 20 KP officers;
  • Not later than two weeks after the training submit to the Chief of PDMS the final consultancy report including assessment of the participants, the effectiveness of the training materials/methodology, and recommendations for further action.

Performance Indicators

  • Final training plan, agenda, presentations, practical exercises, case studies and a training evaluation questionnaire submitted to the Chief of PDMS on time and according to the OSCE official templates;
  • Training delivered as scheduled/planned in a requested format and of satisfactory quality to  the PDMS Chief;
  • Positive feedback from the training participants (training evaluation questionnaire);
  • The completed pre course evaluation test and the training evaluation questionnaire;
  • The final consultancy report is submitted to the Chief of PDMS on time and of satisfactory quality to the Chief of PDMS.

Necessary Qualifications  

  • The contracted expert shall fulfil the following minimum requirements
  • University degree in political sciences, international relations, public policy, law, international human rights law or other human rights related fields
  • Minimum five (5) years of relevant professional experience in the specific area of expertise (journalism or media communication)
  • At least three (3) years experience on conducting training
  • Professional fluency in English
  • Flexibility, adaptability and the ability to work under pressure and with limited periods
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and demonstrated gender sensitivity
  • Previous experience with international organizations with similar work will be an asset
  • Previous experience on issues relating to anti-discrimination or hate crime and tolerance two (2) years is in advantage.

Remuneration Package

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
