Learning and Development Unit would like to hire an international consultant to design and facilitate two specific tailor made online trainings on basic and advanced concepts of Communities (minorities) Mainstreaming into the OSCE Mission in Kosovo (OMiK)’s Activities.
Having said this, these trainings would develop the understanding and knowledge of OMIK staff on the moderate and advanced concepts of communities mainstreaming, communities’ participation, inclusion, development, empowerment and awareness raising and how to address and include these in projects and activities throughout the Mission. The main aim of the trainings is to build capacities of the mission members in mainstreaming communities’ (minorities’ issues) into all programmatic activities in a “whole of mission approach”. This should include among others, incorporation of communities’ targeted activities in OMIK activities, conducting needs assessments for communities activities, identification of communities relevant activities depending on the regional situation, etc. The learning objectives would have to be agreed between the OMiK and the consultant and the trainings will be tailored based on the specific Mission needs.

Duration of Assignment:

The duration of the consultancy is ten (10) days.

Tasks and Responsibilities:

Under the general supervision of the Training Co-ordinator and in coordination with the Communities Section within the Department of Human Rights and Communities in the OSCE Mission in Kosovo, will be responsible for:

  • Develop appropriate adult training methodology and materials in consultation with Learning and Development Unit and based on a pre-training assessment survey results and deliver the online training programme and any presentations, exercises or case studies two weeks prior to the training.
  • Assist staff with their personal/professional development in regards to communities mainstreaming in planning and implementation of Mission programmatic activities, drafting reports, as well as in designing outreach activities and conducting monitoring.
  • Identify the current gaps in the communities’ mainstreaming of random project drafts within the Mission;
  • Develop a phase plan how to tackle the gaps in communities’ mainstreaming;
  • Deliver two (2) x 3 days online training sessions on Communities Mainstreaming.
  • Produce the final consultancy report and recommendations for further action that have been identified.


  • Hold a preparatory meeting with the Learning and Development team and an additional one with the Communities Section team;
  • Propose and agree on the pre-training needs assessment survey for the participants to better tailor the training for each group;
  • Incorporate all the comments, survey results and suggestions on the delivery and materials;
  • By 1 December 2021 submit the final learning plan;
  • Deliver two trainings as follows:
    • 7-9 December 2021, deliver three (3) online training sessions (12 hours) on Communities Mainstreaming for OMiK staff.
    • 14-16 December 2021, three (3) online training sessions (12 hours) on Communities Mainstreaming for OMiK staff.
  • By 20 December 2021 submit the final consultancy report for all trainings including assessment of participants, the effectiveness of the training materials/methodology, and recommendations for further action.

Performance Indicators:

  • Pre-training needs assessment survey is prepared and submitted.
  • Tailored training sessions delivered as scheduled/planned in a requested format;
  • Positive feedback from the course participants (evaluation questionnaire) following the three trainings;
  • The final consultancy report is submitted on time.

Necessary Qualifications:

  • University degree in law, political science, human rights, social sciences or related field.
  • Minimum ten (10) years of relevant professional experience working on protection and promotion of minorities as well as mainstreaming of communities’ rights, implementing communities’ oriented activities.
  • At least eight (8) years of planning, designing and implementing/delivering training experience; Experience in delivering communities’ mainstreaming trainings is an asset.
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and different gender;
  • Proven experience in interactive adult learning practices, including by using online tools and platforms;
  • Previous experience of working in capacity-building role;
  • Excellent written and spoken communication skills in English;
  • Good interpersonal skills: ability to interact and maintain a comfortable and relaxing atmosphere.

Remuneration Package:

Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates
