Terms of Reference (ToR)

Internship Program

  • Location: DEMOS Office Prishtina
  • Application Deadline: 28 February 2022
  • Duration of contract: 6 months with possibility of extension
  • Type of contract: Internship
  • Number of positions: Four (4)

Field of engagement: Performance System (1 position), Local Democracy and Policy Research (2 positions), Communication (1 position)

Background

The Decentralisation and Municipal Support project (DEMOS) has the following overall objective: “Improved performance of municipalities in governance, management and services contributing to increased citizens’ satisfaction.” There are three outcomes of DEMOS III. The first one is the MPG, as a mechanism established and owned by MLGA. DEMOS has been supporting the MPG in the two previous phases and responsibilities for its management will increasingly be taken over by MLGA during this phase. Second outcome is about the citizen engagement and oversight, while the third outcome is the policy support. The main outcomes are:

  • The Municipal Performance Grant (MPG) is credible, effective and institutionalized as well as fully implemented by MLGA with further public engagement;
  • Local oversight by relevant municipal bodies is improved, and citizen engagement mechanisms are functionalized by increasingly involving civil society and marginalized groups in municipal decision making;
  • The policy and legal framework is more conducive for decentralized local governance and for rule-based financing of municipalities.

Currently DEMOS project is looking to engage four interns for a duration of six months, with possibility of extension, subject to satisfactory performance.

Functional Responsibilities for all positions

Under the guidance and supervision of relevant team members, the interns will provide support in performing a variety of tasks ensuring high quality and accuracy of work, in support of the project and different team activities. The interns will work in close collaboration with DEMOS team and its partners such as Ministry of Local Government Administration, municipalities, civil society to ensure that activities are implemented, and lessons learned disseminated with other team members and interns engaged.

  • Assist with scheduling internal/external meetings, taking meeting minutes and preparing briefing notes
  • Support in meeting/event management – including preparing and sending invitation letters, assist with organization, follow-up events, video/audio conference calls (including minutes taking) and provide on-site support during workshops and events
  • Attend various project meetings with municipalities, ministries and other relevant partners
  • Support administrative aspect of the project (ensure that activity documents are filed and that important documents are filled in the right folders)
  • Gather relevant data and provide input to the M&E based on the field of engagement
  • Perform other duties as required.

Required Skills and Experience

Performance System (1 position)

Education: Undergraduate (final year of studies), recent graduates or graduate students in the field in Computer Science, Business Information Technology, Social Sciences, Public Administration or related field

Specific duties per field of engagement

  • Support the project and MLGA on process of data collection, data verification and data analysis including data entry
  • Provide technical support to municipal performance coordinators with data input and reporting
  • Support staff in the process preparation of the PMS and MPG reports
  • Support the project staff in data collection and analysis for monitoring purposes

Local Democracy and Policy Research (2 positions)

Education: Undergraduate (final year of studies), recent graduates or graduate students in the field in Public Administration, Public Policy, Political Science, International Relations, Law, Gender Studies, or related field

Specific duties per field of engagement

  • Support the staff in process of designing, planning and implementation of citizen engagement activities and support to municipal bodies
  • Contribute to the outreach activities with civil society and other partners at local level
  • Maintain a database of trainings provided to municipalities and support in monitoring and evaluation including data collection and analysis for monitoring purposes
  • Monitor consultation process at local level and prepare briefs and advise to improve the process
  • Contribute to policy research and analysis activities by collecting and summarising information to support policy advise
  • Monitor the work of relevant Kosovo Assembly committee meetings on policies relevant to the project and prepare brief/summaries from these meetings
  • Regularly consult the public consultations platform and identify documents that are of interest to the project and that require project’s feedback

Communication (1 position)

Education: Undergraduate (final year of studies), recent graduates or graduate students in the field in Communication, Journalism, Public Relations, Graphic Design, Media, Marketing, or related field

Specific duties per field of engagement

  • Support the communication officer on drafting copy, composing messages, and writing stories for the purpose of producing project communication materials and various multimedia content for web and social media
  • Support the communication officer to analyse municipal performance data and translate the information into simple media messages
  • Support the Communication Officer in preparing project newsletter and translate communication materials when needed
  • Maintain and analyse data on the scale and reach of communication products.

Language

Fluency in Albanian or Serbian. Knowledge of English language will be considered an advantage (both spoken and written)

Competencies

  • Excellent communication skills
  • Excellent use of social media and other online tools in Albanian or Serbian and English;
  • Ability to take initiatives and work independently and in teams;
  • Excellent computer skills (Word, Excel, Power Point).

Working Arrangements

  • All positions will be based full-time at the DEMOS offices in Pristina (and home based if government Covid-19 measures are in place). Possibility for part-time engagement may be considered in exceptional cases.
  • Interns will work under the supervision of a designated team member
  • This is a paid internship and includes other benefits according to the internal rules and local legislation in place
  • There is no expectation of employment at the end of these internships
