Since 2015, the Mission, within the interfaith dialogue process, has organised Youth Summer Camps involving participants from different religious communities and youth civil society organizations (CSOs) to discuss religious beliefs and diversity, and promote intercultural understanding. Since 2017, the Mission has provided young women and men from different communities with specialized trainings of trainers (ToT) to conduct human rights education activities in their own communities. As a result of these training activities, in 2018 the Mission identified a core group of young participants to be included in a pool of trainers on human rights education. This group participated in a training and mentorship program to acquire the necessary skills to become trainers, in 2019. In 2020, within the Youth Forum Academy, the Mission organised an advanced training for trainers (T4T) on Human Rights Education as a follow-up to the mentorship programme implemented in 2019. Building on this experience, in 2021 the Mission established a Pool of Trainers (PoT) by engaging trainees from previous trainings and new participants with different professional backgrounds selected through an open call. The main aim was to set up the structure of the Pool of Trainers (PoT) and provide the members with targeted trainings to be able to run human rights activities. As a result, the trainers organized seven human rights education activities in their local communities, both in person and online, to mark the Human Rights Day on the week of 10 December 2021.
In 2022, the Mission will continue to work on further development and capacity building of PoT members by providing additional advanced trainings on human rights education. In addition to capacity building, the Mission will engage PoT members as trainers and facilitators in the fourth edition of the Youth Academy and OSCE human rights projects.
To this end, the Mission seeks to recruit an international consultant with expertise in facilitation through a non-formal education methodology , to coach and train the newly established Pool of Trainers.
Objective of Assignment:
The expert will support the organization of the fourth edition of the Youth Academy, co-facilitate the human rights workshops together with selected members of the Pool of Trainers, and moderate the plenary sessions. Furthermore, the expert will provide advanced training on human rights education and facilitation skills, and will coach and mentor PoT members in the implementation of human rights initiatives for the Mission and their own communities.
Duration of Assignment:
Duration of this assignment will be 20 consultancy days.
Tasks and Responsibilities:
Under the supervision of the Project Manager from the Property, Cultural Heritage and Interfaith Dialogue Section (hereinafter: Project Manager), the expert will:
- Advice on the design of the program of the 2022 Youth Academy;
- Identify and select respective PoT members who will co-moderate and co-facilitate the human rights workshops at the Youth Academy;
- Coordinate with the relevant PoT members to ensure their punctual participation and active engagement in the Youth Academy’s workshops to which they are assigned;
- Coach and mentor the PoT on the organization of the human rights workshops for the Youth Academy;
- Provide expert advice, guidance and feedback to participants during the different working sessions of the Youth Academy;
- Monitor and facilitate the workshops and plenary sessions of the Youth Academy in its entire duration and be present at all times during the implementation of the program for any needed follow-up;
- Provide a programme for the coaching and mentorship of the PoT members including the agenda, the topics and the needs, expectations and other related issues;
- Mentor and coach the PoT on the implementation of the human rights education activities for the Mission to ensure the trainings are up to the expected standards, including by supporting the PoT in the preparation of the programme, material and evaluation tools;
- Design and prepare the agenda, methodology and materials for the advanced training on human rights education and facilitation skills for the PoT members;
- Facilitate one 3-day advanced training on human rights education and facilitation skills;
- Prepare the evaluation materials for the human rights education training;
- Prepare the final activity report.
- By 16 May, provide draft training materials (agenda, presentations, final concept note, methodology) for the two PoT capacity building training that will take place in May 2022;
- By 31 July, provide draft training materials (agenda topics, presentations and methodology) for the 2022 Youth Academy plenary to be facilitated by PoT members;
- By 31 July, provide the list of PoT members selected to co-facilitate the 2022 Youth Academy plenary sessions;
- By 1 September, provide the Project Manager with the programme of the coaching session and inputs provided to the PoT.
- Provide the Project Manager with written comments, suggestions and feedback on concept notes and the different documents that can be used during the implementation of this activity;
- By 15 November, submit the activity and evaluation report with the description of the methodology used and the recommendations from the participants from the 2022 Youth Academy and PoT capacity building trainings.
- Final activity materials that include methodology, agenda, presentations and practical examples are sent by the set deadline and to the satisfactory level as assessed by the Project Manager;
- Meetings and trainings are delivered as planned/scheduled, in the format agreed, and on the dates set by the Project Manager;
- The mentorship of the PoT on the planning and implementation of OSCE Youth mainstreaming trainings is done in a timely manner and to the satisfactory level as assessed by the Project Manager;
- The evaluation report is delivered on time and to the satisfactory level as assessed by the Project Manager;
- The activity report is delivered on time and to the satisfactory level as assessed by the Project Manager.
- University degree in political science, human rights, social sciences or related field.
- Excellent knowledge of written and spoken English.
- At least eight (8) years of professional experience, including experience in providing trainings at national or international level and proven ability to facilitate training/activities including youth with different cultural background and working in the area of human rights, tolerance and non-discrimination;
- At least five (5) years of experience working with human rights and/or civil society organisations;
- Experience working with other international organisations on youth empowerment is highly desirable;
- Understanding methods to address inter-cultural bias and prejudice desirable.
- Outstanding communication and training skills;
- Ability to provide feedback in a constructive manner;
- Good knowledge of the role of civil society organisations;
- Outstanding knowledge of non-formal education methodology.
Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
