Event Name (assignment name): Economic Expert NCEI - Extension of Support to the National Council for Economy and Investment 2021-2024
The overall objective of this project is to contribute to the creation of a supportive investment climate in Kosovo, through better consultation on and prioritisation of business’ concerns and mitigating measures.
To meet this objective, this TC shall provide extension of support to the Secretariat of the NCEI for 42 months, from 1 July 2021 until 31 December 2024, to ensure the effective functioning of the NCEI.
Incorporating lessons from the first phase of the support to NCEI, as well as from the experience with similar Councils in other countries of operation, the objective of the Secretariat in the forthcoming 3.5 years will be to enhance the impact of the Council’s results. Benefiting from the trust and communication that has been built with private sector representatives during the first phase, the Secretariat will aim to engage the NCEI on higher-level issues facing the country, and to improve the rate of implementation of its recommendations.
The proposed TC will provide funding to extend the support to the National Council for Economy and Investment, via the provision of consultancy fees for its professional staff, as well as other resources and necessary operational expenditure to support the operation of the Secretariat.
Start Date and Duration of the Assignment: The extension of the Assignment will start in 1 July 2021 for a duration of 42 months, until end of December 2024.
The Economic Expert shall be contracted first until the end of December 2021, with the possibility of the contract being extended for another 3 years, for monthly services of 20 working days per month.
EBRD intends to select and contract a consultant (the “Consultant”) with the following resources and/or expertise:

- Expertise in areas of economic development, business administration, and scientific research;
- Good understanding of the process of economic reform and developments in Kosovo;
- Strong experience in policy analysis and formulation in areas relevant to investment climate;
- Knowledge of international good practice on private sector development;
- Ability to interface effectively with government and private sector;
- Strong teamwork and interpersonal skills;
- Ability to prioritise and work under the pressure of deadlines.
