Position Title: Deputy Chief of Party

Position Type: Full-Time (based on contract award)

Work Location: Pristina, Kosovo

POSITION SUMMARY

ME&A seeks a Deputy Chief of Party (DCOP) for an anticipated five-year USAID-funded Social Contract Activity in Kosovo. The purpose of the Social Contract Activity is to introduce sustainable practices for public participation in order to improve Kosovo citizens’ quality of life and strengthen their partnership with the municipal government. For the purpose of this activity, participation is broadly defined as efforts to involve citizens in the design, monitoring and delivery of policy and programs at the local (municipal and lower) level. This will be a full-time position based in Pristina, Kosovo, and will be contingent on award and funding. The anticipated award start date is estimated at November 30, 2021.

The DCOP will assist the COP in overseeing all the components of the project including the implementation of approved Social Contract  initiatives and Target outcomes, provision of participant processing services, fiscal integrity, quality and timing of deliverables, and coordination with USAID and project stakeholders and local stakeholders. He/she will assist the COP in all reporting requirements, and will serve as Acting COP during absence of the COP. Other qualifications include:

Responsibilities:

  • S/he serves as a critical team member or leader in a project unit, mentoring individuals, and collaborating closely with other management staff for effective supervision of at least one complex project.
  • Manage a team of finance, grants, operations and administrative professionals; provide capacity building and mentoring when necessary, and ensure effective implementation of administrative and financial procedures compliant with ME&A and USAID policies;
  • The individual will negotiate and collaborate with host government officials, other USAID activities, local organizations, private sector representatives, local community leaders, and other stakeholders;
  • Manage contracts and internal controls, monitor project progress and the achievement of results, and meet all contract deadlines including reporting requirements and therefore experience in these areas must be reflected in the candidate's work history.
  • Demonstrated ability to manage for success in multi-component projects with multi-functional teams and international consultants.
  • Knowledge of USAID project cycle, agency policies, regulations, and M&E and reporting requirements.
  • S/he serves as a critical team member or leader in a project unit, mentoring individuals, and collaborating closely with other management staff for effective supervision of at least one complex project.
  • The individual will negotiate and collaborate with host government officials, other USAID activities, local organizations, private sector representatives, local community leaders, and other stakeholders;
  • Manage contracts and internal controls, monitor project progress and the achievement of results, and meet all contract deadlines including reporting requirements and therefore experience in these areas must be reflected in the candidate's work history.
  • Advanced staff and financial management experience.
  • Advanced communication, writing, and interpersonal skills.

Qualifications:

  • Graduate degree (MBA, MA, PhD, JD, etc.) in political science, public administration, economics, law, or an area relevant to at least one of the three technical IRs in this SOW from an accredited institution.
  • 8 to 10 years of experience in project support and oversight, including managing programs in transitional or developing environments, managing teams, grant-making, and budget oversight;
  • Minimum of 5 years of experience with USAID and U.S. State Department compliance and reporting requirements as well as a thorough understanding of the USAID regulatory environment;
  • Demonstrated track record and technical expertise working on accountability, good governance, local governance strengthening, civic engagement, and social inclusion, particularly in an international development context, strongly preferred;
  • Ability to manage and motivate subordinates in a local or international setting
  • Demonstrated ability to manage relationships with local partner organizations that
  • achieve the desired results.
  • Experience in working collaboratively and effectively with local national staff, USAID and other donors, host government counterparts, and other relevant stakeholders on project implementation.
  • Experience and capacity to establish and maintain collaborative, productive working relationships with local government counterparts, civil society organizations, media, academia, private sector associations, and other key stakeholders;
  • Demonstrated ability to prepare the deliverables associated with this contract, including Annual Work Plans, Annual Reports, Budgets, and reporting to USAID on results.
  • Fluent in English and at least one other official language of the Republic of Kosovo.
