Call for tenders: purchase of consultancy services on data collection and analysis on hate crime in the Western Balkans region

Within the framework of the joint European Union/Council of Europe programme “Horizontal Facility for the Western Balkans and Turkey 2019-2022” and its action ‘Promotion of diversity and equality in the Western Balkans’ the Council of Europe is launching a call for proposals for the provision of consultancy services regarding data collection and analysis on hate crime in the Western Balkans.

The deadline for submission of offers is 14 February 2022. Applications should be sent to the email address: tenders.antidiscrimination@coe.int with the following reference in the subject: HF45 – DATA COLLECTION HATE CRIME.

Eligibility criteria

• be registered in one of the 6 beneficiaries of the project (Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia or Serbia).
• have at least 4 years of experience in reporting and collecting data on hate crime at the regional level, notably on LGBTI grounds.
• have documented track record in producing high quality publications in English.
