Background

The OSCE Mission in Kosovo (Mission) has been supporting institutions to effectively prevent and address violence against women and domestic violence. Since 2018, the OSCE works together with different municipalities to establish mechanisms as municipal bodies with the aim to improve assistance provided to victims of domestic violence, facilitate implementation of the legal framework and enhance co-ordination among all relevant stakeholders on the issues of domestic violence.  Both previous Kosovo  Coordinators against Domestic Violence/Deputy Ministers of Justice have taken an active part in the approval process and supported the efforts in establishing and strengthening these mechanisms.

For this purpose, by March 2021, the Mission established thirteen (13) Municipal Co-ordination Mechanisms against Domestic Violence (MCMDV) Kosovo wide. The levels of functionality of the mechanisms vary throughout Kosovo with some mechanisms being more active and efficient, while others lack regular meetings and do not fully meet the purpose of their creation.

Istanbul Convention on Preventing and Combating Violence against Women and Domestic Violence, which is part of Kosovo legislation as of October 2020, requires to entrust one or more official government bodies with four specific tasks: co-ordinating, implementing, monitoring and evaluating the policies and measures that are devised to prevent and combat all forms of violence against women and domestic violence. Such bodies aim at ensuring the actual implementation of any new policies and measures and to effectively coordinate the effort of all agencies and all sectors of government in combating violence against women and domestic violence.

In 2021, the Mission will contribute to the enhancement of existing mechanisms by facilitating the development of municipal strategies and actions plans on violence against women and domestic violence. This will improve the standing of the mechanisms, advance their role and activities with respect to co-ordinating the efforts and implementing the policies on combating violence against women and domestic violence. The Mission received requests for such assistance from the MCM against DV in 2020.

In total, The Mission will support thirteen (13) Municipal Co-ordination Mechanisms Against Domestic Violence in three regions of Kosovo.

Objective

The Local Consultant will facilitate the workshops for the Municipal Co-ordination Mechanisms against Domestic Violence established by the OSCE, to develop municipal strategies and action plans against domestic violence.

The strategies and action plans should be aligned with the existing legal framework in Kosovo, including the Istanbul Convention on Preventing and Combating Violence against Women and Domestic Violence and relevant government policies. Four (4) two-day workshops and six (6) individual follow up sessions (if needed) will be conducted in three (3) regions of Kosovo.

The workshops will be organized for the following MCMDV:

In Prishtinë/Priština region six (6) MCMs against Domestic Violence: Prishtinë/Priština, Obiliq/Obiliæ, Graèanica/Graçanicë, Lipjan/Lipljan, Fushë Kosovë/Kosovo Polje and Podujevë/Podujevo. In Gjilan/Gnjilane region five (5) MCMs against Domestic Violence: Ferizaj/Uroševac, Hani i Elezit/Elez Han, Klokot/Kllokot and Parteš/Partesh, Viti/Vitina, Shtime/Štimlje. In Prizren region two (2) MCMs against Domestic Violence: Malishevë/Mališevo and Mamuºa/Mamushë/Mamuša.

The duration of consultancy is 17 working days.

Tasks and Responsibilities  

Under the supervision of the OSCE Mission in Kosovo Chief of Law and Justice Section/Project Manager and in co-ordination with the Coordinator of the Municipal Co-ordination Mechanisms Against Domestic Violence, the consultant will:

  • Review all relevant strategies, action plans and implementation reports developed by government institutions and municipalities
  • Facilitate four (4) two-day workshops for the municipal co-ordination mechanisms against domestic violence
  • Assist the municipal co-ordination mechanisms against domestic violence in three Kosovo regions to draft municipal action plans against domestic violence in line with the Law on prevention and protection of DV.
  • Conduct one-on-one follow up sessions with the MCMDVs, if necessary
  • Prepare the activity report (maximum 10 pages with conclusions and recommendations).
  • The workshops will be delivered either in-person or online taking into account the rules and restrictions related to the COVID-19 pandemic situation.

Deliverables

  • Thirteen municipal strategies and action plans against domestic violence to be delivered between 1 June and 30 August, 2021
  • Activity report to be delivered by 30 August, 2021

Performance Indicators

  • Thirteen municipal strategies and action plans against domestic violence drafted and delivered as agreed and of satisfactory quality to the Mission Project Manager.

Necessary Qualifications  

  • University degree in law, human rights, social studies, gender studies or other related field
  • At least five (5) years of relevant work experience, specifically in the area of sexual, gender based and domestic violence
  • Extensive knowledge and expertise in the field of prevention and addressing SGBV and DV
  • Extensive knowledge of relevant Kosovo legislation, reforms and policy documents
  • Experience of developing strategic documents for the government institutions
  • A minimum three (3) years of experience in facilitating workshops with the participants from government institutions
  • Ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Ability to link current international standards on SGBV and DV to Kosovo-specific laws, treaties and secondary legislation, if any
  • Previous working experience in an international organization is an asset
  • Excellent knowledge of one of the official languages (Albanian or Serbian), both written and verbal.
  • Knowledge of both official languages (Albanian or Serbian) is an asset.

Remuneration Package  

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
