Call for expressions of interest
The GIZ project “Strengthening Spatial Planning and Land Management (SPLM)” in Kosovo invites qualified companies to submit expression of interest to support the Ministry of Agriculture, Forestry and Rural Development (MAFRD) in implementing “Land Ownership Identification and Improving Legal-Administrative Framework on Land Consolidation and Land Regulation”
The Ministry of Agriculture, Forestry and Rural Development (MAFRD) is in the process of revising the legislation on agricultural land and land regulation and is facing challenges when implementing voluntary land consolidation. A more detailed analysis of the land ownership issues or disputes in two agricultural areas with different backgrounds would enable MAFRD into defining land consolidation models to be applied and their objectives to make use of the land consolidation instrument in Kosovo.
The German funded Spatial Planning and Land Management (SPLM) project aims to lay the groundwork for researching and analyzing the complexity of current land ownership issues, in particular pending unresolved land disputes or other issues (such as absentee landlords, abandoned land, and other special cases etc.). The result of the assessment shall outline, which land ownership issues can be resolved using modern land regulation instruments (not exclusively limited to land consolidation), documenting administrative and legal requirements necessary to resolve them, and carefully assess, to which degree land consolidation can be conducted. Therefore, GIZ/SPLM requires experienced company to support to MAFRD in implementing land ownership identification and improving legal-administrative framework on land consolidation and land regulation.
The checklist below provides further information about the conditions and expectations of the GIZ/SPLM project. Based on responses to this Request for Information, GIZ will pre-qualify companies that will receive an Inquiry and will be formally invited to submit their offers with detailed specifications. Response to the RFI (Request for Information) does not necessarily imply that your company will receive the GIZ's request to support to MAFRD in implementing land ownership identification and improving legal-administrative framework on land consolidation and land regulation.
Please note that all correspondence and dealing with the GIZ must be in English language.
REQUEST FOR INFORMATION
1) Proof of company’s legal status (registration and/or certification documentation), company details (name, postal address bank information etc.), date of incorporation within their initial response. In the event that an international company is interested to provide an offer, the company should have an office in the country (Kosovo), or a partner company registered in the country;
2) Companies should submit names of 3 institutions to whom they have provided similar services as required by the GIZ/SPLM project. Companies should note that referees may be contacted by the GIZ/SPLM project at any time.
Interested companies are invited to submit expression of interest in English language.
