FEGO Gender Inclusion Assessment and Strategy

Fostering Employment and Growth Opportunities (FEGO)  


Swisscontact in Kosovo implements two projects, namely Fostering Employment and Growth  Opportunities (FEGO) and Promoting Private Sector Employment (PPSE). 

The Fostering Employment and Growth Opportunities (FEGO) project in Kosovo is financed by Swedish  International Development Cooperation Agency (SIDA) and implemented by Swisscontact in Kosovo. The  project aims to generate employment and income for women, men, and youth, presently living in poverty  and socio-economic marginalization. This is intended to be achieved through sustainable and scalable  growth of micro/small (family) business and start-ups, in the apparel, furniture and rural tourism sectors. 

FEGO applies a Market Systems Development (MSD) approach, specifically focusing on market facilitation  through new, innovative business models to ensure large-scale sustainable changes in respective sectors.  The project will reach its goal through two main objectives: 1) Fostering the growth and development of  micro/small (family) business in the apparel and furniture sectors and facilitating their entrepreneurship  growth and 2) supporting local communities operating with rural tourism activities, and their micro and small  enterprises towards development of rural tourism. Both outcomes will contribute to more sustainable and  inclusive market systems, improving income, productivity and enhancing job creation in the private sector, therefore contributing to address high unemployment and poverty rates in the country, especially  amongst youth and women. Swisscontact, through the FEGO project, promotes inclusive social,  economic, and ecological development to make an effective contribution towards sustainable and  widespread prosperity, offering the chance to economically and socially disadvantaged people to  improve their lives on their own initiative. 


This ToR describes the objectives and scope for a gender specialist to draft the gender inclusion  assessment and strategy for the FEGO project, focusing on gender inclusion in project related sectors,  specifically rural tourism, apparel, and furniture sectors. Within the duration of the assignment, the  Gender Specialist is expected to undertake a gender analysis and draft the gender strategy for FEGO sectors, in order to effectively mainstream gender into the design and preparation of the project interventions and activities.  

Scope and Objectives  

The FEGO project will assume a proactive role in ensuring equal access to resources and economic  opportunities for women and other excluded groups, by targeted activities within interventions, and the  removal of structural (discriminatory) constraints to their access, participation, and influence.  

The Gender Inclusion Assessment and Strategy on FEGO sectors will serve as guidance to the FEGO team,  its partners and other stakeholders to consider gender throughout the project cycle, especially through  intervention design, implementation and monitoring. Moreover, the strategy will oversee the gender  targets to be reached and indicators to be measured, in order to ensure proper gender mainstreaming and equal benefits of both genders and all groups of people. The gender analysis should foresee the power  dynamics specific to the context of FEGO related sectors, specifically rural tourism, apparel and furniture  sectors, and provide specific recommendations for gender mainstreaming into project interventions and  activities.  

In addition, the objective of this assignment is to understand the role of women in the labour force for  FEGO related sectors, their opportunities, constraints and how they can benefit from FEGO interventions  and activities. It is expected that the gender specialist will use qualitative and quantitative information to  analyse how women will be affected within FEGO related sectors.  

All consultancy related works outlined in this ToR shall be conducted in close coordination with the FEGO  project team.  


In close collaboration with the FEGO team, the gender specialist will undertake the following tasks: 

  • Conduct a detailed gender analysis as guided by Swisscontact’s GESI approach, particularly emphasizing  gender issues in the areas and regions where the FEGO project will operate by: 
    • Identifying opportunities and constraints of women to participate in the labour force in FEGO  related sector; 
    • Identifying their level of access to land ownership, resources, technology, and equipment;
    • Identifying key stakeholders such as government institutions and agencies, NGOs, and women  associations or groups whose work focuses on gender related topics.  
  • Based on gender analysis, identify opportunities and entry points for mainstreaming gender into project  interventions and activities;  
  • The Gender Inclusion Assessment and Strategy should reflect the project’s expected outcomes,  objectives and results, as well as include gender specific targets and indicators;
  • Based on the findings, draft the FEGO Gender Inclusion Assessment and Strategy.


The consultant is expected to deliver the following:  

  • FEGO Gender Inclusion Assessment and Strategy.

 The report must be written in English. 


The assignment period is planned between the period from 25 April 2022 to 10 June 2022. 

All costs including, travel expenses, meals and other related costs, should be foreseen in the consultant/s’ proposal.

Consultant Experience 

  • Preferred education in social sciences, human rights studies, gender or any other related fields for the  tasks described:  
  • A minimum of 5 years of proven relevant experience and practical working experience in gender  inclusion/mainstreaming topics;  
  • Capability to deliver required outputs on schedule; 
  • Good interpersonal, social, communication and computer skills; 
  • Fluency in English. Excellent written and verbal communication skills in English.
