Call for expressions of interest
The GIZ project “Sustainable Municipal Services (SMS 2.0)” - co-financed by the European Union invites qualified NGOs or Companies to submit an expression of interest (EoI) in providing professional services to support Kosovo municipalities on facilitating the reform process during the planning and implementation of the solid waste management (SWM). These processes include: support to the tariff setting process, support on the revision of the SWMP, extension of services, city-centre reorganization, service optimisation, standard process installation, SWM action planning, establishment of SW units, data collection for the purpose of the annual reporting process to MEE/KEPA, support the process of data verification and validation for the purpose of MPG-CE assessment, support the process of Inter-Municipal Cooperation, and the formalization of a Service Level Agreement (SLA) or Service Contract.
The GIZ/SMS 2.0 project supports Kosovo municipalities to enhance their waste management systems. Most of the municipalities are in the process of extension of services in rural areas and reorganization of services in city centers. Furthermore, some municipalities have drafted/revised, or are in the process of drafting/revising, their solid waste management plans (SWMPs) to reflect current waste management reforms. The next step for Municipalities to complete the waste management planning process is to install basic governance structures, expansion of services, increasing fee collection rates and eliminating illegal dumpsites. The checklist below provides further information about the conditions and expectations of the GIZ/SMS project. Based on responses to this call for EoI, GIZ will pre-qualify NGO’s that in turn will receive a Request for Information (RFI) to submit their offers with detailed specifications. Response to the RFI does not necessarily imply that you NGO or Company will receive the GIZ's “Request to draft a concept on supporting Kosovo municipalities Solid Waste Management reforms’’.
Based on the outcome of offers, GIZ/SMS 2.0 project will offer a framework contract to the selected NGO or Company. Please note that all correspondence and dealing with the GIZ must be in English language.
REQUEST FOR INFORMATION
1) Proof of NGO or Company legal status (registration and/or certification documentation, status), NGO or Company details (name, postal address), date of incorporation within their initial response.
2) NGO or Company should submit name/s of Municipalities to whom they have provided similar products as required by the GIZ/SMS project. NGO or Company should note that referees may be contacted by the GIZ/SMS project at any time.
Interested NGO’s or Companies are invited to submit expression of interest in English language.
