Technical Specialists, Kosovo Climate Smart Initiatives Project

Location: Pristina, Kosovo

Please Note: This position is contingent upon award and USAID approval with an anticipated start date of mid-late 2023.

Global Communities is seeking several technical experts for the anticipated USAID Kosovo/Climate Smart Initiatives project. This five-year $10M -$25M program will increase public and private sector awareness and demand for climate smart initiatives and improve Kosovo’s capacity to adapt and implement policies that support climate change mitigation and adaptation, resulting in more resilient environment and economic sustainability for Kosovo citizens.  

Global Community seeks candidates to work on the USAID Kosovo/Climate Smart Initiatives project with specialties in the following areas: 

• DCOP/Technical Director, Climate Change: experienced in a similar leadership position involving the administration of similarly sized, international donor-supported programs with skills in strategic planning, management, supervision, and budgeting strongly preferred. 
• Social Behavior Change Communication Specialists: experienced in designing and implementing behavior change programs in key climate change focus areas such as energy efficiency, climate smart agriculture, environmental issues, Green economic growth, etc. 
• Climate Adaptation Specialists: experienced in the technical aspects of climate change, climate smart agriculture, Green economic growth, environmental issues and energy efficiency. 
• Private Sector Engagement Specialists: experienced in working with the existing and emerging small medium and large private sector initiatives to develop sustainable public-private partnerships. 
• MEL Director/Advisor:  experienced in leading efforts in local M&E capacity building, training, and ongoing support for all partners to strengthen the collection, analysis, visualization, management, and use of quality data for strategic planning, program design and direction as well as for establishing activity targets for implementation. 

• Capacity Building Specialists: experienced in promoting good governance, institutional capacity development, change management, improved service delivery, and the effectiveness and sustainability of local governments, non-governmental and Civil Society Organizations (CSOs). 
• Gender, Equality, and Social Inclusion (GESI) Specialists: experienced in advocacy on social Inclusion, particularly with respect to gender, youth, marginalized groups, behavior-change strategies, and the strengthening and improvement of service delivery capacity of CSOs working in these fields.   
• Grant Management Specialists: experienced in managing and administering grants and grantees, especially those experienced in the management of USAID-supported grants. 

• Bachelor’s degree or equivalent in a relevant discipline is preferred; 
• Minimum seven (5) years’ experience in their respective field of technical expertise; 
• Experience working on USAID or other international donor-funded programs is useful 
• Knowledge of USAID Climate Change initiatives preferred  
• Kosovo nationals are strongly encouraged to apply.
