Operational Monitoring and Evaluation System
For the purpose of strengthening the monitoring and evaluation framework, KCGF is looking to hire a qualified Evaluation and Monitoring Specialist.
The Government of Kosovo (GoK) has received a Credit from the World Bank Group’s International Development Association (IDA) in the amount of EUR 14.60 million to finance the Real Estate Cadaster & Geospatial Infrastructure Project (REGIP), and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include activities related to capacity building, public outreach, monitoring and evaluation (M&E), as well as project management. The consulting services are expected to be implemented within a five-year period and will finance the provision of support for project implementation and donor coordination, including, inter alia carrying out Project monitoring and evaluation activities; carrying out customer satisfaction surveys; carrying out of public outreach and the maintenance of the Project’s grievance redress mechanism; and carrying out of capacity building activities for Kosovo Cadastral Agency (KCA). An important aspect for the development of real property markets is the institutionalization of a user-friendly customer interface by the agencies responsible for providing land administration services (the Municipal Cadastral Offices - MCO’s).
The main objective of the assignment is the establishment of an operational Monitoring and Evaluation system for the project and helping to design a baseline survey based on the relevant indicators. Project monitoring will include two areas: (i) regular output monitoring of project performance and the development of an evaluation system, that will be used to measure REGIP’s Project Development Objective (PDO) and intermediate indicators; and (ii) biannual customer surveys that will monitor customer satisfaction and provide both a platform for citizen engagement and an important feedback loop for the project. KCA will receive all templates for future surveys as well as raw and processed data from these surveys in order to facilitate the work in the following years of project implementation feedbackut për projektin. The overall objective of the assignment is the establishment of an operational Monitoring and Evaluation system for the project and helping to design a baseline survey based on the relevant indicators. The purpose is to provide to the KCA/Project Implementation Unit (PIU) with tools to effectively monitor project progress and achievement, and to provide evaluations at the end of REGIP’s implementation with sufficient information to assess project success.
KCA/PIU will provide REGIP’s Project Appraisal Document (PAD) and all other reference documentation in order for the consulting firm to carry out the tasks described in the ToR. KCA/PIU will also provide opportunities for the selected consulting firm personnel to discuss relevant metrics with other agencies to gather data for the measuring tools best suited for the Monitoring and Evaluation (M&E) System.

Qualifications of the Consultancy Firm
The consultancy firm should have the following qualifications:
- Proven experience in the design and operation of M&E systems, baseline surveys, impact evaluation, indicator design, statistical methods inthe land administration or a closely related sector;
- Minimum three (3) years working experience in projects dealing with data collection, data cleaning and reporting for M&E purposes;
- Experience in report writing and drafting of professional reports, including reports in the English language;
Time-schedule and level of effort
For this lump sum contract, the total work of the consultancy firm is estimated to be 50 working days within a 4-month timeframe. 35 person days are estimated as a work with KCA, while 15 person days are estimated as a remote work
Experienced and qualified Consultants will be selected under the provisions of the World Bank’s Procurement Regulations for Investment Project Financing (IPF) Borrowers, July 2016, based on the selection method for Consultants Qualification Selection (CQS), (Open Competitive Consultants Qualification Selection).
The selected consulting company will be selected based on:
- Proven experience in the design and operation of M&E systems, baseline surveys, impact evaluation, indicator design, statistical methods inthe land administration or a closely related sector; (50%)
- Minimum three (3) years working Experience in projects dealing with data collection, data cleaning and reporting for M&E purposes; (50%)
Please note that key staff qualification and experience (including their CVs) will not be part of the evaluation criteria/selection process - such key staff qualification/experience will be taken into consideration during contract negotiations with the successful/first ranked firm
