Call for expressions of interest

The GIZ project “Sustainable Municipal Services (SMS2.0)”-co-financed by the European Union invites qualified companies to submit expression of interest in providing framework consultancy services to provide support to the Kosovo municipalities in revising their Solid Waste Management Plans (SWMP), in the form of consultancy during the first revision process as well as capacitating the municipal officials to further carry on this activity upon completion of the first joint process through the AKM. It is foreseen that during 2021,19 municipalities will undergo the SMWP revision process and in 2022, 6 municipalities will undergo the same process. The revision process foresees the inclusion of a new chapter on waste emergency response measures which will serve as a reflection of the current pandemic situation as well as emergency response planning measures for different waste streams.

The amended Waste Law (2012) is the legal base for municipal waste management activities in Kosovo. According to this Law, Article 15.1, it is the task of the municipalities to compile local plans for waste management. Municipalities have contracted the collection service to regionally organized municipal public owned enterprises (PoE) and partly to private companies. Some have their own landfill, while others are depended on KLMC, the national public enterprise managing landfills.

Initially starting with seventeen pilot municipalities, SMS 2.0 program has supported almost all Kosovo municipalities in drafting their SWMP.

With the aim of institutionalizing the capacities at the local level of the government, namely municipalities of Kosovo, and with the demand from the municipalities, SMS 2.0 will continue to facilitate the process of revising the SWMP for the municipalities, however, through the AKM platform of Public Utility Directors collegia and the Waste Management Officers working group. To provide these advisory services SMS 2.0 requires experienced consultants for supporting the municipalities in the process of SMWP revision, through the AKM platform.

The checklist below provides further information about the conditions and expectations of the GIZ/SMS project. Based on responses to this Request for Information, GIZ will pre-qualify companies that will receive an Inquiry and will be formally invited to submit their offers with detailed specifications. Response to the RFI (Request for Information) does not necessarily imply that your company will receive the GIZ's “Support municipalities in the revision of their Solid Waste Management Plans (SWMP), through the Association of Kosovo Municipalities (AKM) platform’’.

Based on the outcome of offers, GIZ/SMS project will offer a framework contract to the selected company. Please note that all correspondence and dealing with the GIZ must be in English language.


  1. Proof of company`s legal status (registration and/or certification documentation), company details (name, postal address bank information etc.), date of incorporation within their initial response.
  2. Companies should submit at least two samples of comparable services as required by the GIZ/SMS project. Companies should note that referees may be contacted by the GIZ/SMS project at any time.

Interested companies are invited to submit expression of interest in English language.
