The microfinance sector in Kosovo is predominantly represented by NGO MFIs. This institutional form comes with substantial hurdles for the MFIs abilities to attract additional funding for expansion purposes and inhibits best practice governance. Moreover, the current regulation restricts the provision of other financial services (e.g., deposits) to low-income clients

Legislative reforms to address this bottleneck and enable the transformation of NGOs were attempted in past but were blocked by civil society members along with a few local NGOs.

In 2021, IFC undertook an initiative aimed at re-evaluating the current status quo and was successful in developing a reform proposal addressing key civil society concerns.

Now, IFC considers launching a follow-up project aimed at assisting the Kosovan government with developing and adopting a sound legislative framework. To achieve such an objective, IFC is seeking to obtain the services of a specialized independent consultant.

The consultant will be a firm.


The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Consultants may associate to enhance their qualifications.

Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.

Only those firms which have been shortlisted will receive notification. No debrief will be provided to firms which have not been shortlisted.

Qualification Criteria

1. A firm must have a proven track record of assisting governments with drafting and adopting laws / regulations / amendments / codes / government policies etc. related to microfinance and financial sector. *
2. A firm must have specialists with strong knowledge of microfinance sector in Kosovo, legislative and regulatory framework governing NGO MFIs, and their transformation into commercial corporate entities. *
3. A firm must have specialists with excellent communication skills that are able to (i) effectively engage with various governmental representatives and other stakeholders including but not limited to civil society and (ii) report results to IFC project team in a clear and concise way. Such specialists shall be able to communicate effectively in both English and local language(s). *
4. The firm must have sufficient resources to complete the whole scope of work within a tight timeline. *
