WATER SECURITY AND CANAL PROTECTION PROJECT

Contract Title: Works for New Water Storage/Dam and Pumping Station at Mihaliq

The Government of Kosovo has received financing from the World Bank toward the cost of the Water Security and Canal Protection Project, and intends to apply part of the proceeds toward payments under the contract for Works for New Water Storage/Dam and Pumping Station at Mihaliq

The Iber Lepenc Company (ILC) now invites sealed bids from eligible bidders for the Works for New Water Storage/Dam and Pumping Station at Mihaliq, including inter alia the following key works:

  • Earth Dam;
  • New Pumping Station
  • Preassure Pipeline to DO-2;
  • New Access Road
  • Spillway
  • Water Intake
  • Service Bridge
  • GWM (Ground Water Measurement Points)
  • Other Works

The objective of the project is to build a reservoir with the required storage size of approx. 3.7 million m³. The Mihaliq Emergency Reservoir (ERM) ends with dike/earth dam of around 680 m length a 36 m height.

The proposed location of the emergency reservoir (ERM) is near Mihaliq village in the Municipality of Vushtrri. The water would have to be raised by about 20 m above from the Ibër Canal for filling the reservoir. The water withdrawal from the reservoir would be sent via an approximately 2 km long gravity pipe upstream and parallel to the Iber Canal to North where it enters into the Iber Canal Diversion regulator structure DO2. From DO2 an existing water pipeline of the Prishtina Municipal regional Water Company is connected.

The pipe is on ILC property and no expropriation is required for the pipe trace. There will be no physical relocation of people from the reservoir area. A few houses with a sheep farm are located close to the reservoir at the North-West reservoir shore but do not need expropriation. Their levels are above 580 MSL.

With a live storage of 3.4 Million m3, during off-irrigation period, a closure of 40 days of the sections upstream of DO2 would be possible.

The period of construction is 24 months.

Bidders with the following minimum key qualifications are eligible for contract award. The Bidder shall furnish documentary evidence that it meets the following experience and financial requirements:

  • At least 2 contract of minimum value Euro 8,000,000 inclusive of VAT between 1st January 2016 and bid submission deadlineSimilarity of contracts shall be based on execution of projects including new construction, rehabilitation, repair of large earth fill dams (volume not less than 1 million m3 and/or height of not less than 15 m) or equivalent dam structures with related reservoir systems and water conveyance systems
  • Minimum average annual construction turnover of Euro 10,000,000 or equivalent, calculated as total certified payments received for contracts in progress and/or completed within the last years, divided by Years. For this purpose Years 2017, 2018 and 2019 will be used.
  • Access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as Euro 1,500,000 or equivalent for the subject contract net of the Bidders other commitments (this shall also include at least Euro 750,000 as cash availability in bank or a confirmation from a bank to offer a valid line of credit from bank for the subject contract)
  • Minimum specific construction experience in the following key activities successfully completed within the last 5 years[1]:

Generic Construction Work Activities

  1. Earthworks for Dam or embankment filling and compaction of minimum 1,000,000  m3
  2. Concrete works in dam related civil works or similar large hydraulic structures of minimum 15,000 m3
  3. Structural Steel Works of minimum 1,000 tonnes (t)

Specific Construction Structures/Activities

  1. Construction of Clay Core Earth Fill Dam with a minimum height of 15 m and a crest width of minimum 7 meters (m)
  2. RC Water Intake Tower construction with minimum height of 21 meters (m) and minimum diameter of 3 meters (m
  3. Footbridge construction (span width 30 meters (m)
  4. Embankment construction with Rip-Rap Protection of a minimum volume of 30,000 cubic meters (m³)
  5. Geosynthetic-Textile  installation works of minimum 30,000  square meters (m²)
  6. Underground Electical Transmission Cabling work of minimum length 5,000 meters (m)

Specialized Works

For the following specialized works, the Employer permits specialized sub-contractors in case the main contractor lacks suitable experience:

  1. Pumping Station (based on Centrifugal Pumping Systems) Capacity of at least 320 litres/second and Head of around 24 meters including all civil, architectural, hydraulic and electro-mechanical equipment and piping). At least 2 projects of minimum value Euro 400,000 or 1 project of minimum value Euro 800,000
  2. Installation of GRP (Glass Reinforced Plastic) Pressure Piping – 1320 m; Steel pipe – 240 ton, diameter – 1000 mm. At least 2 projects each of minimum value Euro 250,000 or at least 1 project with minimum value Euro 500,000.

Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Procurment Guidelines- Procurement of Goods, Works and Non Consulting Services under IBRD Loans and IDA Credits and Grants by World Bank Borrowers (dated January 201, revised July 2014). In addition, please refer to paragraphs 1.16 and 1.17 setting forth the World Bank’s policy on conflict of interest.
