Established in 1951, IOM is a related agency of the United Nations, and as the leading UN Agency in the field of migration, works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

The project “Building Societal Connections and Support to Social Cohesion and Reconciliation in Kosovo” aims to contribute towards a more inclusive society for all communities in Kosovo by supporting their language rights, fostering cooperation and joint initiatives, as well as proper media reporting, thus building confidence between communities and addressing points of friction for long-term reconciliation.

Throughout our experience on Return and Reintegration project, Community Stabilization project and the most recently Social Inclusion project, language has been identified as one of the main obstacles for interaction and inclusion of different ethnic communities living in Kosovo. For the last 30 years people do not have opportunity to learn each other languages in schools, percentage of citizens speaking both official languages is decreasing and that’s unable proper access to services and information.

Looking at the integration process through the prism of language, we noticed significant challenges, especially among youth. The situation is unfavourable, and the trends are almost alarming. However, there are reasons to believe that the situation can be remedied. Whether or not they speak the language of their neighbours, there is a critical mass of people among both Albanians and Serbs who understand the importance of language competence. It seems that the number of these people is smaller because they are on the defensive against the loud opponents of establishing connections between people, where the language is the first barrier.


Language is a major barrier to community integration and social cohesion in Kosovo. To address this, the language component contains three main strands; supporting further development of VocUp online language-learning platform; supporting the learning of official languages at the University of Pristina; and supporting institutions to address non-compliance with the Law on Languages.

To address the poor quality of translation and lack of language professionals, the programme has established a working group for re-accreditation of the study of Balkanology and supported revision of the regulations of the Language Centre within the Faculty of Philology at the University of Pristina. As a result, regulations for the LC have been revised to include official languages and submitted to the University of Prishtina’ Steering Committee.

Objective of the assignment

Facilitation of the accreditation of the new and existing study programs and establishment of the Language center within Faculty of Philology and its further upgrading and promotion.

Scope of work

Specific duties and responsibilities of the language expert will include:

  • Support FP and other relevant stakeholders in their efforts to institutionalize learning of official languages;
  • Prepare documentation for the accreditation of new and/or existing language programs / curriculums;
  • Develop relevant documentation for the establishment and functioning of the Language Center;
  • Facilitate the establishment of Language Center at FP in-line with required regulations;
  • Coordinate with Faculty of Philology, Accreditation Agency and IOM about tasks relevant to re- accreditation of Balkanology studies;
  • Perform tasks in close coordination with Dean of Faculty of Philology and IOM;
  • Organize meetings between stakeholders;
  • Prepare monthly reports;
  • Any other task related to above mentioned duties assigned by Dean of FP or IOM Project


The incumbent will work closely under supervision of the Dean of Faculty of Philology and Social Inclusion Project Coordinator. The Consultant will submit the monthly reports based on the results achieved and in the agreed format stating all actions taken during the assignments. Upon completion of the assignments the Consultant will submit monthly reports to be approved by the IOM Project Coordinator and these will serve as a justification for payments.


The Consultant will be paid on a monthly basis upon submission and approval of the monthly report.

Qualification and competency requirements

  • Advanced university degree in relevant field;
  • Work experience in the area of education or languages;
  • Proven previous experience on similar assignments;
  • Language skills: fluency in English, knowledge of official languages is
